07:14 - at this time it is my honor to introduce to you the

07:16 - governor of Pennsylvania Josh shapiro for his remarks.

07:29 - Thank you major mc shea and

07:30 - good morning

07:31 - everyone.

07:33 - Want to begin by

07:34 - acknowledging and thanking colonel bivins and his command staff

07:38 - for their outstanding work each and every day

07:42 - and for welcoming me back here today to PSP headquarters.

07:46 - Honor

07:47 - our fallen heroes.

07:49 - One hundred and four names

07:51 - are engraved on the memorial wall

07:53 - at the PSP academy.

07:55 - Which is still under construction

07:57 - as we build a new

07:59 - state of the art campus

08:01 - to train future generations

08:03 - of Pennsylvania state troopers.

08:06 - Once construction is finished

08:08 - and we gather

08:09 - at the new academy together

08:11 - we will find a memorial wall

08:13 - that bears our fallen heroes names located

08:17 - at the center

08:19 - of the new campus

08:20 - where it will continue

08:22 - to inspire future generations of troopers

08:26 - for years to come.

08:27 - Cadets at the academy and troopers from across the commonwealth

09:04 - with the o'Connor family.

09:06 - Reconnecting with Casey I've gotten to know

09:09 - over this last month.

09:11 - This adorable daughter Kenzie.

09:14 - Mom and dad and many members of his family who seemingly all are named Christopher.

09:21 - They all join us here today.

09:24 - Was wonderful to have a few moments with them

09:27 - to see smiles beginning

09:30 - to appear on their faces again.

09:33 - As they continue to mourn the loss.

09:36 - Of Tim.

09:38 - Corporal o'Connor

09:39 - was a dedicated Pennsylvania state trooper

09:43 - and a public servant

09:44 - with a deep rooted commitment

09:47 - to keeping his community

09:49 - safe.

09:50 - He was a proud Pennsylvania

09:53 - graduating from pitt

09:55 - before he started

09:56 - here at the academy.

09:58 - On a personal note I would share that

10:01 - our son Jonah

10:03 - was a member of the same fraternity.

10:05 - As Tim was.

10:07 - They

10:07 - are building a memorial to him

10:09 - and raising funds for the o'Connor family.

10:13 - It touched that brotherhood quite deeply.

10:16 - When they learned of the loss.

10:18 - O'Connor.

10:19 - After completing his training

10:22 - he returned home to Chester county

10:24 - where he served as a trooper for over fifteen years

10:28 - and was a member of the first Westchester fire company

10:31 - the fighting fifty first.

10:34 - I must say Tim was the absolute best of us

10:38 - he is body

10:39 - this department's legacy

10:41 - of service.

10:43 - His memory forever

10:46 - be a blessing.

10:47 - Casey

10:49 - the entire

10:50 - o'Connor family.

10:52 - They are now part of a tight-knit loving family

10:57 - that they never

10:58 - wanted to be brought together

11:00 - but they are bound by the pain of losing a loved one

11:04 - and the cause of service.

11:06 - That family extends to every corner of our commonwealth

11:10 - and

11:11 - it is made up of too many good people who lost someone

11:16 - in the line of duty.

11:18 - Many of you join us here today

11:21 - and we are blessed by your presence.

11:23 - Today a

11:25 - I reiterate a promise

11:27 - that I've made to you.

11:29 - That if your family

11:31 - needs anything.

11:34 - In the next day

11:35 - and the next week and the month next month or a year

11:38 - or decade.

11:40 - We will all be there

11:42 - for you.

11:43 - Every step

11:44 - of the way.

11:46 - Your loved ones work and the work each of the troopers do here today in the cadets

11:51 - are training to do

11:53 - is part of the legacy of service

11:56 - to this commonwealth.

12:27 - The men and women of the Pennsylvania state police

12:30 - they go to work every single day to protect and serve our commonwealth

12:34 - and our communities.

12:36 - I've seen you

12:37 - protect others.

12:39 - I've seen you

12:40 - in those quiet moments

12:42 - keeping calm

12:43 - in a community.

12:45 - I've seen you

12:46 - run into danger

12:48 - as others

12:49 - looked to run away.

12:51 - My family and I are profoundly grateful

12:53 - for the protection.

12:55 - By the Pennsylvania state police

12:58 - each and every day in our lives

13:00 - please know

13:01 - that my administration will never take for granted

13:04 - the sacrifices of those in uniform

13:08 - and importantly the families that support you.

13:12 - It is my honor

13:13 - to serve as your governor

13:15 - and I take my responsibility to support you very seriously

13:19 - we owe it to you and to the families of our fallen troopers and officers

13:23 - to make sure that first we are always there for you

13:27 - and second

13:28 - we support the work our law enforcement does each and every day.

13:34 - That's why I work together every day with colonel bivins to

13:37 - make historic investments in our Pennsylvania state police

13:40 - securing funding for over a thousand

13:42 - new Pennsylvania state troopers

13:45 - and ensuring that those troopers get the best training

13:48 - and the best equipment

13:50 - we've aggressively recruited cadets and seen an

13:53 - increase in the overall applications to the academy

13:56 - of two hundred and fifty eight percent

13:59 - in order to help fill staffing gaps

14:02 - and ensure the troopers in the field get the support they need

14:05 - and deserve

14:07 - we do this work because every trooper who serves in this commonwealth

14:10 - deserves the best of the best

14:13 - and the most support

14:14 - every day.

14:16 - They do this work to keep Pennsylvania safe

14:19 - and we owe it to them to help ensure their safety as well

14:23 - to every trooper who is here today

14:25 - I say thank you

14:26 - thank you for your willingness to put on the uniform

14:29 - to kiss your family's good bye in the morning

14:32 - and head out into the streets of our commute unity's

14:35 - to keep us all safe

14:37 - with no guarantee

14:39 - that you'll get home to your family

14:41 - at night.

14:43 - It takes a very special

14:44 - kind of courage

14:46 - and I know it places a great burden

14:49 - on the ones

14:51 - who love you best.

14:53 - So to every family member who is here

14:55 - to everyone

14:56 - who is mourning the loss of a loved one

14:59 - to every person here who is committed to the safety

15:03 - and well being of our communities

15:05 - I offer to you a profound

16:22 - To the families of our fallen troopers

16:25 - thank you for being here.

16:27 - Your presence humbles us

16:29 - and we are honored to stand with you today

16:32 - as we remember those who gave everything

16:34 - in service to the commonwealth.

16:37 - I wanted to express our gratitude to governor shapiro for being here

16:41 - and for his continued support

16:43 - of the Pennsylvania state police

16:45 - your commitment to our personnel

16:47 - and their families

16:48 - means more than words can convey.

16:51 - Thank you as well to the enlisted and civilian members who join us today

16:55 - representing more than sixty five hundred current PSP staff

16:59 - and to our retirees

17:01 - whose lifelong connection to this department

17:03 - reminds us that the PSP family

17:05 - and doors long after our time in uniform.

17:09 - I also want to extend our sincere appreciation to the Pennsylvania state troopers

17:13 - association for their steadfast support of our troopers

17:16 - and for their unwavering dedication

17:18 - to the families of our fallen troopers.

17:30 - to add the one hundred fifth name to this memorial

17:37 - We are privileged to have corporate Connor's wife Casey

17:41 - his daughter Kenzie and his parents

17:43 - Timothy o'Connor sr.

17:46 - And marine as well as sister working cause grove

17:49 - and brother Chris here with us today

17:52 - along with several other members of his family.

17:55 - The enormity of the sacrifice they and all members of our fallen troopers

18:00 - or families of our fallen troopers

18:01 - have endured is never lost on us

18:04 - fathers sons who husbands brothers and uncles are not returning home

18:09 - because of the honorable service they rendered to this department

18:12 - and of the commonwealth

18:14 - their sacrifices

18:15 - each unique and profound will forever be remembered

18:19 - each trooper holds a sacred place

18:22 - in the one hundred twenty one year history of the Pennsylvania state police.

18:26 - Every one of them lived

18:28 - the Pennsylvania state police

18:30 - call of honor.

18:31 - They stepped forward when others stepped back

18:35 - they did not hesitate they fulfilled their duty.

18:39 - As I look out across this audience

18:41 - I am reminded of the stories of courage

18:44 - devotion

18:45 - and selflessness

18:46 - represented here today.

18:48 - You have borne a tremendous personal loss.

18:51 - Please know this.

18:52 - We love you

18:54 - we thank you

18:55 - and we honor you.

18:57 - On march eight twenty twenty six

19:00 - Casey and Kenzie had no way of knowing

19:02 - that the moments they shared with him that day would be their last

19:05 - until they meet again in heaven.

19:07 - Tim reported for his p m shift with the same

19:09 - enthusiasm and dedication he brought to every shift.

19:13 - Corporal o'Connor was a troopers trooper

19:16 - steadfast

19:17 - protective

19:18 - and committed.

19:19 - He looked after the members of his shift ensuring they were safe

19:23 - accounted for

19:24 - and never without support

19:26 - he provided backup to his brothers and sisters without hesitation

19:29 - and was always the first to jump in when help was needed

19:33 - that spirit of service defined his final hours when he located and stopped a reported

19:38 - erratic driver in west county township

19:40 - Chester county

19:41 - he was doing exactly what he had done his entire career.

19:45 - Putting himself

19:46 - between danger

19:47 - and the people he swore to protect.

19:50 - The tragic sequence of events that followed

19:53 - could have claimed another trooper on his shift

19:55 - but corporal o'Connor stepped forward as he always did

19:59 - with a quiet resolve that said not on my watch.

20:04 - He never asked anyone to do what he was unwilling to do himself and in the end

20:08 - corporal o'Connor died exactly as he lived

20:11 - courageously selflessly

20:14 - and as a hero

20:15 - protecting others.

20:17 - It is an honor for me and for the deputy commissioners

20:20 - to lead and serve alongside

20:22 - the women and men of this proud organization.

20:25 - Our people

20:26 - are the reason the Pennsylvania state police stands not only

20:30 - as the first state police agency in the nation

20:33 - but as the finest.

20:35 - I am pleased to have the cadets of the one hundred sir and one hundred and seventy

20:39 - sixth cadet classes with us today.

20:42 - On may fifteenth the cadets of the one seventy fifth will graduate from the

20:46 - Pennsylvania state police academy

20:49 - and begin their service as the newest generation of troopers.

20:53 - They will join that one hundred twenty one year legacy of commitment

20:57 - courage and sacrifice

20:59 - built by those who came before

21:01 - and upheld

21:02 - by those who continued to serve today.

21:06 - To the cadets of the one hundred seventy fifth.

21:08 - Soon the responsibility will shift to you.

21:12 - Carry our traditions forward

21:14 - preserve our legacy

21:16 - and ensure that those we honor today

21:18 - are never forgotten

21:21 - to everyone gathered here

21:22 - I hope you leave with a deep sense of pride in the lives led

21:26 - by our fallen troopers their sacrifice was not in vain

24:36 - Approximately twenty of the gills one hundred and sixty members are actively involved

24:40 - in creating the quilted wall hangs

24:42 - for family members killed for for the families

24:45 - of members killed in the line of doom eighty

24:47 - each quill takes approximately one hundred and fifty hours to create.

24:51 - Members of the quilting guild quilters guild will now

24:53 - come forward to present a quilt to miss Casey oak.

26:44 - nineteen eighty five and is the son of Maureen and Timothy o'Connor sr.

26:50 - Corporal o'Connor graduated from Henderson high school

26:52 - Westchester Pennsylvania in two thousand and four.

26:56 - Corporal o'Connor attended the university of Pittsburgh

26:59 - and was a member of pi

27:01 - kappa Alpha fraternity.

27:03 - Corporal o'Connor

27:04 - was a member of the fraternal order of police

27:07 - he was a camp

27:08 - counselor for several years.

27:10 - He enjoyed playing softball

27:12 - golfing

27:13 - and listening to country music.

27:15 - Corporal o'Connor was a huge Philadelphia eagles fan.

27:20 - Corporal o'Connor enlisted in the Pennsylvania state

27:22 - police on September twentieth two thousand and ten

27:25 - as a member of the one hundred and thirty first cadet class.

27:29 - Upon graduation from the state police academy

27:32 - on April first two thousand and eleven

27:34 - corporal o'Connor was assigned to patrol unit at troop j avondale.

27:39 - On October twenty second

27:41 - two thousand and sixteen

27:42 - he transferred to the troop j vice unit

27:46 - and then on march fifth

27:47 - two thousand and twenty two

27:49 - he transferred to the patrol unit

27:51 - at trip j emeryville.

27:53 - He was promoted to corporal on July ninth

27:55 - two thousand and twenty two

27:57 - where he remained a member of the patrol unit

27:59 - at the emeryville station.

28:02 - On march eighth

28:03 - two thousand twenty six

28:05 - at approximately twenty sixteen hours trip j

28:08 - emeryville received the call for an erratic driver

28:11 - in the area of compas road

28:13 - and walnut road

28:14 - and honey brook township Chester county

28:16 - Pennsylvania.

28:19 - At approximately twenty twenty four hours

28:21 - corporal o'Connor located the vehicle

28:23 - and initiated a traffic stop

28:25 - near the intersection of route ten

28:27 - and Michael road

28:28 - and west county township Chester county Pennsylvania.

28:32 - As corporal o'Connor approached the driver's side of the vehicle

28:35 - the operator immediately opened fire through the driver's window

28:39 - fatally striking corporal o'Connor.

28:41 - The operator then exited the Subaru

28:44 - and walked towards the marked patrol vehicle

28:46 - where he then shot himself.

28:49 - Governor Josh shapiro said.

28:51 - Quote Pennsylvania tragically lost one of our finest when the state police

28:56 - corporal Tim o'Connor was killed in the line of duty.
