00:21 - I'd like to take this time to acknowledge our elected officials who are with us

00:25 - this morning with all of our elected officials present.

00:28 - President, please rise so we can show our appreciation for your service.

00:31 - Congratulations.

00:40 - Thank you all for your service.

00:41 - Thank you all for being here.

00:43 - And before we continue, we are pleased to share a special message

00:46 - from our Senator Dave McCormick,

00:49 - who would not be or who's not able to be with us in person.

00:52 - We'll take a few minutes now just to hear directly from him through this video.

00:56 - Please give your attention to the screen above.

01:00 - Screens above.

01:23 - Good morning everyone.

01:24 - I'm sorry Dean,

01:25 - and I can't be with you in person, but I wanted to thank Chairman Rothman

01:28 - and all of our state committee members for the dedication and hard work

01:31 - that each of you brings to the political battlefield.

01:35 - I especially want to congratulate my dear friend and fellow

01:37 - Pittsburgh really hard man.

01:39 - She's taking on her post as Republican National Committee woman.

01:42 - She was an indispensable member of my campaign team, a force of nature,

01:47 - a trusted advisor, and a strong and thoughtful conservative.

01:51 - And I know she's going to do a great job representing all of us

01:54 - on the Republican National Committee.

01:56 - Our party has chosen wisely.

01:58 - Thanks to the hard work and unity of our state party, we were able to secure

02:02 - historic victories in 2020 for you all stood strong with our candidates.

02:07 - You stood strong with me and you stood strong with President Trump.

02:11 - And I can report that we are delivering on our promises

02:14 - and our commitments to the people of Pennsylvania.

02:17 - Over this past year, we have stopped the largest tax increase in history

02:21 - by renewing the Trump tax cuts and saving the average Pennsylvania family $2,500.

02:26 - We've cut taxes for hardworking Pennsylvania families with no tax on tips,

02:31 - no tax on overtime, and a permanent $2,200 child

02:35 - tax credit and $1,000 for Trump accounts for young kids.

02:39 - We've expanded school choice, creating opportunity for every kid in Pennsylvania

02:43 - by creating a new tax credit to boost scholarships so parents can choose,

02:48 - no matter what their income level, the best school for their child.

02:52 - We've delivered for small businesses with permanent pass through tax relief,

02:55 - a 100% bonus depreciation and a $15 million estate tax exemption,

03:01 - which is a particularly big deal for our farmers.

03:03 - We've secured the border.

03:05 - We've stopped the flow of illegal immigrants, we backed law enforcement,

03:08 - and we fought hard to keep federal energy out of our communities

03:12 - and to keep our community safe. And we made huge progress on that.

03:15 - We protected Medicaid and invested in rural health care, securing nearly

03:19 - $1 billion to be delivered to Pennsylvania over the next five years.

03:23 - In support of health care for rural communities

03:28 - and energy dominance, which is so critical to Pennsylvania.

03:31 - I was so proud to host President Trump and the members of his cabinet

03:34 - in Pittsburgh for our Energy and Innovation Summit, and secure $92

03:38 - billion of investment, 50 billion in energy infrastructure, 42 billion.

03:42 - And data centers for Pennsylvania with world class

03:46 - universities, abundant energy and an incredible skilled workforce.

03:50 - Pennsylvania is attracting new investment.

03:52 - Whether it's Haniya or the new Eli Lilly Pharma facility,

03:56 - or whether it's the great things

03:57 - that are happening across our commonwealth and advanced manufacturing.

04:00 - This is creating high paying jobs.

04:02 - It's driving the next wave of innovation for our Commonwealth and for our country.

04:07 - Make no mistake, make no mistake.

04:09 - Despite all these successes, we are headed into an electoral battle.

04:13 - That's unlike any other.

04:15 - Your efforts now will make the difference.

04:18 - And whether we continue that path to prosperity.

04:21 - By reelecting outstanding Republican members of our Congress,

04:25 - we must stand strong to ensure Rob Bresnahan, Ryan Mackenzie,

04:29 - Scott Perry and Brian Fitzpatrick keep fighting for us in Washington.

04:33 - That House majority could not be more important.

04:37 - We must do everything in our power to maintain and grow

04:39 - our majority in the state Senate and to take back our state House.

04:43 - And as Pennsylvania goes, so goes the nation.

04:46 - This is so important, and I want to make something very, very clear.

04:50 - Dean and I both intend to work along with all of you

04:54 - to elect our next governor, Stacey Garrity.

04:58 - You see, politicians make promises, leaders keep them.

05:02 - And that's the difference we'll get when Stacey Garrity is our governor.

05:06 - When she ran for treasurer, Stacey promised to return millions of dollars

05:10 - in lost and abandoned property from the state

05:12 - vault to the bank accounts of thousands of our citizens.

05:16 - And she did.

05:18 - She said she'd fight to reform the tangled

05:20 - and mismanaged state pension system, and she did.

05:25 - Stacey Garrity said she'd expand and strengthen

05:27 - the 529 college savings programs, and she did.

05:31 - And now she's running for governor.

05:33 - And she said she'll fight overspending, keep taxes down

05:36 - and bring common sense values to our government.

05:40 - And she will, because Stacey Garrity knows something about keeping her word.

05:44 - When she was sworn into the Army Reserve, Stacey

05:47 - promised to protect and defend the Constitution.

05:51 - She promised to keep our country safe.

05:53 - She kept her word from the war zone in Iraq to her service stateside in Iraq.

05:58 - Stacey earned two Bronze Stars and the Legion of Merit while amassing

06:02 - a perfect record overseeing a detention camp for enemy combatants.

06:07 - Both sides, ours and the detainees she guarded

06:10 - called her the Angel of the desert.

06:13 - She was tough, smart, fair

06:17 - and she showed the world America's compassion and its honor.

06:21 - She's good at keeping your word.

06:23 - When someone's good at keeping their word.

06:24 - You can count on them, and you can count on Stacey.

06:28 - You can count on her to provide strong leadership that we can be proud of.

06:31 - You can count on her to be a strong fiscal conservative.

06:35 - You can count on her to create pro-growth pro jobs.

06:38 - Climate and environment is what we need.

06:40 - That's what we need in Pennsylvania.

06:42 - And you can count on her to fight for small businesses

06:44 - and opportunity and a bright future for every single Pennsylvanian.

06:49 - Since

06:49 - she became the first female vice president at the Global Metals Company,

06:53 - where she built a successful career in the private sector.

06:57 - Stacey grew up in rural Pennsylvania, and she makes no apologies

07:00 - for her strong and proud Pennsylvania values.

07:04 - I can't think of a moment

07:06 - in our history where Pennsylvania has been more in need of the talent,

07:10 - the focus, the honesty and the integrity of someone like Stacey Garrity.

07:17 - The stakes are high and the contrast is clear.

07:20 - Pennsylvania is still lagging and the moment calls for change.

07:24 - I'm here to say that help is on the way,

07:26 - in the form of a true patriot and accomplished businesswoman,

07:30 - a decorated Iraq War veteran named Stacey Garrity.

07:34 - Thank you all for your hard work, for your work,

07:37 - for our party, our state, and our country.

07:40 - Let's make 2026 an historic Republican year.

07:56 - Are you

07:56 - are we are we fortunate that Dave McCormick

07:59 - fighting for us in the United States Senate?

08:06 - He has accomplished so much for our Commonwealth

08:09 - and our nation just already in the first year.

08:13 - We are also honored to have the Republican chairman,

08:16 - the majority chairman of the U.S.

08:18 - House Agricultural Committee, a man who needs no introduction here.

08:22 - GT Thompson to give us an update on those critical congressional races.

08:27 - Fresh off a victory bringing whole milk back into our kids

08:31 - classrooms.

08:37 - And also hosting, act, the U.S.

08:40 - Agriculture secretary, Brooke Rollins, at our farm show a couple weeks ago.

08:44 - So, Congressman, the dean of our delegation, GT Thompson.

08:54 - Chairman, thank you so much.

08:56 - Hey, good morning, Pennsylvania Republican

08:58 - Freedom Force. No.

09:03 - You know, thank you for your leadership

09:05 - really has resulted in the golden age for America.

09:08 - Our goal is to grow the GOP House majority, and that's what our focus on.

09:13 - We hear a lot playing a lot of, hear a lot about defense.

09:17 - And, and that that's important.

09:19 - I got to tell you, as an old offensive guard, we're on offense.

09:23 - You know, we have seats that we can take and build on our majority here

09:27 - in Pennsylvania.

09:28 - Keep what we have and expand our majority.

09:31 - And that starts with defending our Pennsylvania congressional majority.

09:34 - Currently, House Republicans have a whopping one member majority.

09:40 - Which is the smallest in history.

09:42 - And of course,

09:43 - all the political pundits say, you know, you're not going to get anything done.

09:47 - You can't get it done with one, just a one member majority.

09:51 - Man, are they wrong?

09:53 - If you just look back over this past year and what we've gotten so far

09:56 - since January, despite that, House Republicans are delivering

10:00 - an historic level of legislation, legislative wins

10:04 - for the families of Pennsylvania and the families of this great country.

10:08 - Today, the people of Pennsylvania are opening their paychecks

10:11 - and wondering where the extra money is coming from.

10:15 - They are at it in the not too distant future.

10:18 - The tax returns that we received

10:21 - will be with even greater refund amounts than most people could imagine.

10:26 - Individuals age 65 and older will receive an additional deduction

10:30 - of $6,000 $12,000 if married and filing jointly.

10:36 - Employees and self-employed

10:38 - individuals may deduct qualified tips up to $25,000.

10:43 - Those working overtime can deduct $12,500 or again

10:48 - if married and filing jointly, $25,000.

10:52 - Buy a new American, make car and deduct up to $10,000.

10:55 - Interest paid on a loan used to purchase a qualified vehicle and so much more.

11:00 - You heard the the the senator.

11:03 - Touched on, these and others.

11:06 - You know, this is truly only scratching the surface of how Republicans

11:10 - and Republicans only have been making life better and affordable

11:14 - for Pennsylvanians.

11:16 - Democrats have linked arms in opposing all of this.

11:20 - On a personal note. Thank you. Chairman.

11:23 - I am proud to report that my legislation, Home Built

11:26 - for Healthy Kids, is now the law of the land.

11:35 - As I was talking with President Trump in the Oval Office standing next to him

11:38 - when he signed the bill, he couldn't believe it when I said, well, Mr.

11:41 - President, this only took 15 years.

11:45 - And I

11:45 - said, in this common sense, and he loved that it is common sense.

11:49 - I gotta tell you, if there's ever been an argument against term limits,

11:52 - it was taking 15 years for a whole meal for healthy kids.

11:55 - If you had term limits,

11:56 - you'd never do anything that was transformational in Washington.

11:59 - On a personal note.

12:01 - Well, restoring both common sense and whole milk and flavor in our schools.

12:05 - Now we must defend and grow our conservative majority in Pennsylvania.

12:09 - Or risk losing it all.

12:12 - This year's America 250.

12:14 - And Pennsylvania is a cradle of democracy.

12:17 - Democrats are intent in robbing the cradle and leaving Pennsylvania,

12:22 - Pennsylvania families, poor, unsafe, independent.

12:26 - We cannot let that happen.

12:27 - We must stand together, defend our nation, Pennsylvania families and our freedoms.

12:34 - I want to extend an invitation.

12:35 - This is just announced on Sunday, May 17th.

12:40 - There is an event that we'll be having in Washington.

12:43 - The president announced it's a national prayer breakfast called rededicate to 50.

12:47 - And it is a once in a lifetime.

12:49 - So it's on Sunday, May 17th, 6 a.m.

12:52 - to 6 p.m..

12:53 - There'll be national speakers and performers, faith, faith leaders.

12:58 - And it is a once in a lifetime faith event.

13:00 - The celebrates America's 250th anniversary

13:03 - with a national jubilee of prayer, praise, and thanksgiving.

13:08 - We've never had anything like that.

13:10 - And I hope you will all join me on the National Mall on May 17th.

13:18 - And if you're from any 18 counties, my congressional district

13:21 - I'm working on providing the busses for to get you down there.

13:24 - So finally, I am pleased to announce that the next governor of Pennsylvania,

13:29 - Stacey Garrity, will be my guest at the coming state of the Union.

13:33 - God bless you all. And thank you so much.

13:38 - Freedom for.

13:44 - Thank you.

13:45 - And on behalf of the,

13:46 - for all officers, I'd now like to bring up the statewide rosters.

13:49 - I'd like to bring up our auditor general, Tim, to for to give his report.

14:00 - And thank you, Mr.

14:01 - Chairman. And good morning to everybody.

14:04 - Before I begin, I would like you to,

14:07 - to say a prayer for the family of Gordon Dellinger,

14:11 - who's my chief deputy auditor general for audits and from Lake County.

14:15 - On Monday, his mother in law passed away.

14:18 - And, so and I know he was very, very close to his family.

14:22 - So please keep Gordon and his family in thoughts, in prayer.

14:27 - So I'm going to give an update with regards

14:28 - to so many audits that we're doing now

14:30 - and some of the things that we are going to be doing.

14:32 - The first one, the turnpike, we are currently conducting

14:36 - a audit of the turnpike.

14:37 - Remember several years ago we ordered the turnpike

14:41 - and saw that they were $11.2 billion in debt.

14:46 - Since then they have made some improvements.

14:48 - So I'm very interested.

14:49 - I'm sure you are to to see how they have made

14:53 - those improvements to, to cut down some of that, some of that debt.

14:57 - Also, we're conducting a, an audit of the Department of Aging

15:00 - and how the system that they're currently using today to detect abuse

15:06 - and neglect of the elderly to determine if that new system is, is working.

15:12 - So I'm very interested in that one.

15:13 - I mean, one of the things that I promised and one of the things that's very near

15:16 - and dear to me is looking after

15:20 - our most vulnerable population.

15:23 - And also we're looking at the Department of Health's medical marijuana program

15:28 - to see if that program is working as well,

15:30 - and probably within the next week or so, we're going to be releasing an audit

15:35 - of the Pennsylvania Housing and Finance Agency to see if those funds

15:39 - are actually going to the programs that they were originally intended.

15:44 - Also, we're going to be we're in the middle of performing an audit

15:47 - of the Department of Human Services Childline Hotline

15:51 - to determine if the hotline used to report neglect

15:56 - and abuse of our children is, in fact, working.

16:00 - Again, you see this reoccurring theme what's happening

16:03 - and who's looking after our most vulnerable population.

16:12 - And and

16:13 - finally, and this has been a hot topic, and we're also wrapping up

16:17 - and we're in the writing phases of pen docs, motor voter

16:21 - registration, process.

16:27 - So that audit is currently being written.

16:29 - After that audit is written, it

16:30 - then goes to the Department of Transportation for their input.

16:34 - And then it comes back to us and then we will release it in the will

16:37 - definitely be a press conference with regards to that.

16:40 - So be just a little more patient.

16:42 - That audit has actually lasted a little longer than what I wanted,

16:47 - but at the end of the day, I have one job

16:50 - that's to produce a quality,

16:54 - meaningful and useful audit report.

16:57 - And that's one of the things I promised each and every one of you.

16:59 - So that's coming out soon.

17:01 - And, so here's some of the things that we're,

17:03 - that we're, we're looking at, and these are some of the things that

17:06 - and I was kind of sad that you think about this.

17:08 - They're going to bring me to the end of my term as your auditor general.

17:13 - And so my days are coming to a close.

17:15 - So we're going to continue to look at health care and human services.

17:20 - We, you know, we're always talking about getting stuff done.

17:24 - The question I always have is how much are we paying

17:27 - for stuff and the stuff that we're paying for.

17:30 - Is it working?

17:31 - So there's that.

17:32 - We're also going to continue to look at some education issues.

17:36 - Education is something that's very important to me,

17:38 - being a, a public school graduate.

17:41 - And also we're going to be looking at some transportation issues.

17:44 - Some of you

17:45 - in the southeastern part of the state might be interested in that as well.

17:48 - And, we're going to continue our advocacy

17:51 - for financial literacy

17:53 - and thank you so

17:58 - and, Chris, governor and and Senator Gephardt, this is kind of shiny,

18:02 - does like talking about this a lot, but it's because of his legislation

18:06 - and my advocacy that this school year, this upcoming school year.

18:12 - Yes, sir.

18:13 - Pennsylvania becomes the 26th state in the country

18:15 - that required financial literacy as a high school graduation requirement.

18:23 - And that's

18:23 - that's that's for for high school seniors.

18:27 - Not only that, I've had a lot of Democrat legislators

18:31 - come up to me and say, Tim, let's expand on that.

18:35 - So, Senator Gephardt

18:36 - mean you're going to be having a couple conversations about that,

18:39 - because it should be throughout all high schools.

18:41 - Reason being, and I'm going to end there because I could go on and on and on.

18:46 - It's common sense.

18:48 - How are we preparing our next generation?

18:51 - So so anyway, that's the end of my report, Mr.

18:55 - Chairman, and I thank you.

18:56 - Thank you.

19:01 - It was budget week.

19:03 - I thought the general was going to say there were some Democratic legislators

19:06 - that wanted to learn about financial literacy.

19:10 - Senator Gephardt,

19:12 - the chairman of the Senate Republican Campaign Committee from Lebanon County.

19:20 - On behalf of the state Senate.

19:23 - Thank you, chairman.

19:25 - Thank you, Chairman Rothman.

19:26 - Thank you to the state board.

19:28 - And and all of you, the members of of the state committee.

19:32 - It certainly is is an honor for having the opportunity to speak to you

19:36 - on behalf of the Senate Republican Caucus.

19:39 - The Senate Republican Caucus

19:41 - continues to be the adults in the room.

19:45 - When we look at how the state government is continuing to operate

19:48 - now, that sounds like a high bar.

19:51 - But in all honesty, when we see the actions of the

19:54 - the House Democrats and our governor, I feel like we just have to be

19:58 - above middle school age and then we can be the adults

20:01 - in the room.

20:04 - It's one of the main things that we talk about all the time is our,

20:08 - one of our goals is we should be the red wall in Pennsylvania.

20:12 - We should be that wall that prevents all of the liberal agenda

20:17 - that we see from the from the House Democrats,

20:20 - all the liberal agenda that our governor desperately wants to sign.

20:24 - We see that come over and our job is to kill it.

20:27 - And that's what we do.

20:35 - I think you saw a lot of that process.

20:37 - You saw a lot of that process in the in the budget

20:40 - that we passed three months ago, five months late.

20:44 - Part of the reason it was five months late is because

20:48 - it was a terrible product at the beginning.

20:51 - It was a terrible product.

20:53 - And we're negotiating that product.

20:55 - Basically one on two.

20:57 - And it was certainly imperfect in the end.

21:02 - It was certainly something that a lot of us were not comfortable with.

21:06 - It was it was it was a challenging process.

21:08 - But we did have certain wins in there that we see to

21:12 - that will be long term benefits to the people of the Commonwealth.

21:16 - One of the main benefits was we were able to trim

21:18 - $1.5 billion off of the governor's original task.

21:26 - That that allowed us to

21:29 - not have to dip into the state rainy day fund.

21:33 - That allowed us not to have to have

21:35 - any discussions about tax increases.

21:39 - Probably the biggest win in the entire budget

21:42 - was we were able to negotiate the removal of Pennsylvania

21:45 - from the Regional Greenhouse Gas Initiative.

21:55 - That will be monumental

21:56 - as it will drive energy costs down long term.

22:00 - In the Commonwealth, it will lower costs for the people of this Commonwealth,

22:04 - and it will be a great thing going forward.

22:07 - One of the other things we were able to do, we were able to negotiate

22:10 - real, actual permitting reform.

22:13 - The governor likes to talk about how he likes to get stuff done.

22:19 - He doesn't really do that, though.

22:22 - And it took legislation for us to finally force the bureaucracy

22:25 - to become more efficient process permits and get our economy moving.

22:33 - We also were allowed to we

22:35 - are also able to accomplish another thing that was really, really important.

22:38 - And that was we were able to save hundreds of millions of dollars

22:42 - for the people of Pennsylvania by not caving in to Josh Shapiro's

22:46 - manufactured crisis involving Septa.

22:54 - By Ice,

22:55 - for us to be able to stand tall,

22:56 - we were able to force the governor to admit that the $4 billion trust fund

23:01 - that Septa is currently sitting on actually could be spent, and he was able

23:06 - to divert $150 million from that trust fund

23:09 - into their operational budget.

23:12 - Now, I find it ironic that,

23:15 - this was Monday was Groundhog Day.

23:18 - Tuesday.

23:19 - Tuesday was,

23:21 - the state budget address by our governor, starting this process all over again.

23:26 - I just basically talked about what we accomplished three months ago.

23:30 - Tuesday, a lot of

23:32 - us in this room had the ability to, or had the honor of listening

23:37 - to His Highness, his address for roughly 94 minutes.

23:42 - Maybe something along those lines.

23:46 - And it was truly Groundhog Day.

23:48 - All of these issues that we talked about.

23:51 - He talked about them all over again.

23:54 - He talked about how he wants to spend $4.5 billion more

23:58 - than what we're going to bring in

24:01 - unsustainable numbers.

24:03 - And the ironic part of that is his $4.5 billion excess over

24:08 - what we are going to bring in includes $1 billion of revenue that doesn't exist.

24:13 - He thinks that he should count revenue from things like

24:17 - recreational marijuana and regulating skill games.

24:21 - Those are things

24:22 - that do not exist in this world, and they would require us to pass that.

24:26 - And I do not think that we have a good agreement on passing those issues.

24:30 - So these.

24:34 - These are just some serious challenges.

24:36 - And what these challenges are, is they're challenges that prove to us

24:39 - that we need two things.

24:41 - We need three things to happen in this coming election year.

24:45 - We need a new governor.

24:46 - And boy, do we have a good opportunity to get one.

24:55 - We need Jesse Topper to get a new title.

24:57 - We need him not to be the minority leader of the House.

24:59 - We need to be the majority leader in that.

25:05 - And we need to expand upon the majority that the Senate

25:08 - Republicans currently have.

25:09 - We currently have a 27, 23 majority,

25:12 - and we have a real, real opportunity to do that.

25:15 - Everybody keeps talking about defense.

25:17 - Congressman Thompson talked a little bit about playing defense.

25:20 - And it's a lot more fun certainly to play offense.

25:22 - We are going to play defense.

25:24 - We have three seats that are up for grabs and we have a very good chance to defend.

25:28 - We're going to defend Frank very seat Tracy Penicuik

25:31 - seat and Rosemary Brown seat.

25:32 - We're going to defend all three of this.

25:36 - But we're going to

25:37 - go on offense and we're going to go on offense in Lancaster County.

25:40 - And that's a fun place to go on offense

25:43 - because in Lancaster County, we had a special election last year

25:47 - in which we lost a seat that had been held by a Republican for over 100 years.

25:53 - I like to blame it on Greg.

25:54 - Greg, it just taken over as a state party chair,

25:56 - but honestly, I had just taken over as SCC chair,

25:59 - so I think we both shared a little bit of the blame there.

26:01 - But one of the things and the media was all excited

26:05 - and the media was calling me, and they kept showing up in my office.

26:08 - They wanted to talk about this

26:09 - because they wanted to talk about how this is a change in Pennsylvania,

26:12 - how this is a change in Lancaster, how this is a change

26:15 - where the general public is rejecting the GOP.

26:20 - And my response to them was

26:22 - that Senator Malone needs to understand that his new job is a rental

26:28 - and not a purchase, and we're going to make sure that's a fact.

26:32 - Thank you.

26:38 - The Senate Campaign Committee is in good hands with Senator Gephardt.

26:41 - Thank you. Senator.

26:43 - Yeah.

26:43 - When I was in the House, I chair the House Republican Campaign Committee,

26:47 - and, my deputy was, the state representative from Bedford County.

26:52 - We used to tell our members that I was dad, and he was mom,

26:57 - and I was always yelling at him and giving them money,

26:59 - and he was always comforting them and encouraging them.

27:03 - Now, I do want to change the,

27:06 - title that Jesse Topper has, but not to majority leader, but to speaker.

27:11 - So with your help, we're going to make it next speaker offensive a year.

27:15 - Jesse. Topper,

27:18 - one of the really great guys in Harrisburg.

27:21 - Jesse.

27:27 - Thank you.

27:27 - Chairman Rothman, vice chair comfort.

27:29 - And to all of you who are here.

27:31 - I remember when I sat as a member of state

27:34 - committee at the Bedford section, and I looked up here my first time

27:38 - and I saw, you know, Sam Smith was up here.

27:42 - Mike Causey, Jim Corley was was up here.

27:46 - And I thought, wow,

27:48 - what if I got to be up there one day?

27:51 - Jim, you failed to tell me what the jobs were

27:53 - like though, to be able to get up here one day.

27:56 - But it truly was the started with state committee and,

28:00 - and really seeing the grassroots work that each one of you do.

28:04 - And that's what's going to carry us there.

28:06 - They're going to talk over the next couple months about,

28:10 - the national wave and the money coming in.

28:13 - And that's, that's what they'll talk about in the media.

28:16 - But we know it's the boots on the ground

28:18 - that wins elections and it's good candidates.

28:21 - And I want to say is my report from the House Republicans

28:24 - who hold a one seat minority, one seat

28:29 - is that the members that you send to represent your districts

28:33 - have done a phenomenal job in this session,

28:37 - holding the line on what could be an agenda,

28:40 - like you would see in new Jersey or California or New York.

28:45 - I have never been around a group like the 100 other House members

28:50 - that have worked more tirelessly on behalf of their constituents.

28:55 - It might be easy to say, well, we've got a we've got a backstop in the Senate.

29:00 - We'll wait and see what happens.

29:02 - Your members have not done that.

29:04 - They have been not just hard working, but diligent in their efforts to find ways

29:09 - to actually implement good public policy, even for the minority folks.

29:14 - I don't know if you I know the people in this room understand,

29:17 - but the people back home have to understand

29:19 - that we have gotten ourselves away from the threatening specter

29:23 - of the largest carbon tax in American history in Pennsylvania.

29:27 - Those jobs are going to be coming back from Ohio and West Virginia.

29:31 - It's because of the work that we have done.

29:37 - So if I

29:37 - could, I know I have a couple House members, at least 4 or 5 here.

29:41 - Could you guys stand up, please?

29:42 - I'm Kate. Russ, Dave.

29:44 - Stand up. Marla doss.

29:46 - Dave and

29:49 - Marcy.

29:53 - I just can't tell you how much, that they have done.

29:57 - And we are going to keep working on the campaign front.

30:00 - We are going to go on offense.

30:02 - But the first thing we have to do is ensure that the people who are there

30:05 - continue to work.

30:06 - We've got pop, pop rocks, red wall in Bucks County.

30:09 - We're going to continue to count on her and everything down in the southeast.

30:14 - But we are going to need your help more than ever.

30:17 - And it starts with a petition drive.

30:19 - It starts with fundraising.

30:20 - The amount of money that is coming in from New York and from California.

30:26 - They expect that that will carry the day.

30:28 - We expect that you will carry the day working alongside our great House,

30:32 - not just, incumbents, but also our candidates.

30:36 - We're looking up in the northeast, the southeast,

30:40 - the southwest, the center part of the state.

30:42 - Anywhere we have a shot, we're going to.

30:45 - We're even recruiting candidates in areas that you wouldn't think would be

30:49 - traditional, areas that we could recruit great Republican candidates,

30:53 - even in the city of Philadelphia.

30:55 - But people are standing up.

30:57 - They understand what's at stake, and they understand what we're against.

31:01 - There's a reason why that money's coming in from California and New York.

31:05 - They understand that the future of America runs through Pennsylvania

31:09 - in this next election cycle, and we will be ready to meet it.

31:12 - And the House Republican Campaign Committee, I told our guys, the other day,

31:17 - and I'll close with this.

31:18 - I said, look, you're going to face a campaign like you've never seen.

31:22 - And when all

31:23 - those ads come in, the TV ads, the digital ads,

31:27 - social media, you're getting ripped, the mailers are dropping.

31:30 - There's a way that you combat that.

31:32 - And that is by being the best state representative in your district

31:36 - that you can be.

31:36 - Because when people know you, when they know you,

31:40 - they're not going to believe this other stuff.

31:42 - I said the the FBI, when they train their counterfeit and fraud unit

31:47 - for two weeks, for two weeks, all of the trainees are only allowed

31:52 - to deal with real money, real checks, real banknotes,

31:56 - because their motto is this you know what's fake?

32:00 - By holding what's real.

32:03 - And you guys will know.

32:05 - And our constituents will know that when all of that money comes,

32:08 - putting out all the nonsense they have held, what's

32:11 - real by the people that they know that represent them.

32:14 - And we will surprise a lot of people in November.

32:16 - Thanks for your help. God bless you all.

32:24 - And next like to introduce, Lancaster County Commissioner

32:27 - Josh Parson's to give the county commissioner report.

32:35 - Thank you, Mr.

32:36 - Chairman.

32:37 - And, thank all of you on behalf of the 67 counties across Pennsylvania

32:41 - and our Republican caucus in all of those counties.

32:45 - County commissioners, where the rubber meets the road.

32:48 - I want to first.

32:49 - Thank you.

32:50 - You've been here serving your state committee term.

32:53 - Many of you may be concluding your term.

32:56 - Hopefully many of you will be coming back, but I want to thank you

32:59 - for what you've done over the last couple of years.

33:01 - We've had some incredible wins together

33:05 - across Pennsylvania and impacted our whole nation,

33:08 - starting with President Trump's election, but certainly all the others.

33:12 - So thank you.

33:14 - Especially if you're if you've decided to not, come back.

33:18 - Secondly, I'll say that although we've had some wins together,

33:21 - we've also had some challenging times that Senator Gephardt just referenced that.

33:25 - So we should be very clear eyed about the fact

33:29 - that the other side is very, very angry and very, very motivated.

33:33 - And we as commissioners who have public meetings, every week

33:36 - we see that we receive threats, sometimes serious ones.

33:40 - We see the anger, we see the motivation.

33:43 - I certainly learned that lesson, painfully myself.

33:47 - So we should be clear eyed about that.

33:49 - Our elections, these days, they used to say elections are all local.

33:53 - They are often all national now.

33:55 - And a lot of it is about turnout.

33:57 - So we must all, every one of us focus on turnout,

34:01 - turnout, turnout in every election.

34:04 - I also want to say that

34:06 - this administration, the Trump administration, you may not hear this.

34:10 - You may not hear this a lot

34:11 - because nobody wants to report good things in the media.

34:14 - But they have there's never been an administration

34:16 - in Washington more interested in Pennsylvania or more interested

34:20 - in what you and regular people of Pennsylvania have to say.

34:24 - They have your county commissioners down to the white House regularly.

34:27 - Some of us were just down, the other day because they want to hear about what

34:32 - affects you, what problems in Pennsylvania you have and what they can fix.

34:37 - Some of us is there. Tom DiBella was there.

34:40 - He flagged down Pete Hegseth.

34:41 - We saw him coming out of the West Wing and Tom flagging him down.

34:44 - We got a clear picture.

34:46 - They care about what's going on here.

34:48 - I think that's important, for you all to know

34:50 - and for your constituents back home to know.

34:54 - I think, you know, we've we've talked about many of the big wins, and Senator

34:58 - McCormick talked about them, whether it's the economic growth, whether it's energy.

35:02 - But one of the things that impacts us most is commissioners,

35:05 - because we do a lot of it is public safety.

35:08 - We run your prisons, your emergency management, we fund the courts.

35:12 - We run 911 centers.

35:15 - And, you know, are you aware the media talk about it a little, but not very much.

35:19 - We saw in 2025 the largest reduction

35:24 - in homicides in United States history.

35:28 - That is amazing.

35:30 - And it should be front page news everywhere in Lancaster County.

35:33 - We're a county of 560,000 people.

35:37 - We had only four criminal homicides in 2025.

35:41 - That is like unprecedented in history.

35:43 - And a former prosecutor like you don't see that kind of crime data.

35:47 - And we have other great crime data coming out to overdose rates,

35:52 - reduction of overdose deaths in 20 2017

35:55 - when they peaked from there were to 80% reduction.

35:59 - A lot of that is stopping fentanyl coming into the country.

36:02 - So these are amazing things.

36:06 - And if we want to boost turnout among our voters,

36:08 - I think we have to communicate, them very clearly.

36:12 - But a big reason for this is we're enforcing the law again,

36:15 - including federal immigration law and removing serious criminals.

36:19 - And, that is a big deal.

36:21 - Our commissioners know it because we we have public safety every day.

36:25 - But there are people alive today because of the Trump

36:29 - administration and your work to put them in office.

36:33 - So on behalf of all the commissioners across the county, and I should do the

36:36 - the same thing and, just recognize, my colleagues here, here, if you're

36:40 - commissioner here to please just stand up so people know who to complain to.

36:45 - When there in a grocery store.

36:47 - Yes, there's a lot of them.

36:50 - Thank you all.

36:51 - We have a great team. Thank you all.

36:53 - Thank you, Mr. Chairman. God bless you all.

36:55 - God bless the United States.

37:00 - That concludes our elected officials report.

37:02 - Now, our rules provide that in lieu of a roll call

37:06 - to determine whether quorum in order

37:09 - to start the business meeting, we now permit the roll call to be waived

37:12 - by having the credentials committee conduct registration,

37:15 - the members and proxy holders in attendance, and reporting the attendance.

37:18 - The chairman.

37:19 - Therefore, the chair, now recognizes Secretary and Coleman to report

37:22 - on the registration for the meeting to establish whether there's quorums.

37:29 - Good morning.

37:30 - Thank you, Mr. Chairman.

37:31 - I'm pleased to report that we have 189 members present, 100.

37:36 - And I think that's a 12.

37:38 - Eric, your handwriting, is that a 12? Okay.

37:41 - 112 members by proxy.

37:44 - It is six. Absent.

37:45 - We have a total of 301 members. Thank you.

37:52 - I now declare a quorum.

37:54 - The Republican Party of Pennsylvania is officially commence

37:57 - to transact the business of the party and set forth under our rules,

38:01 - a draft of the minutes from our last meeting was mailed to members

38:04 - as part of the meeting.

38:05 - Notice is also included in your red folders provided at your seats.

38:09 - Are there any objections to the minutes?

38:12 - Hearing no objections, the minutes are approved

38:15 - and I will give the committee reports.

38:17 - I'll start with my report.

38:18 - First of all, as I try to start every meeting with Republicans.

38:22 - Thank you.

38:22 - Thank you for what you do every day.

38:24 - It's been a year since I become chairman.

38:26 - Thank you for, this honor that you've given me.

38:30 - We had our national, Republican chairman, Joe Gruters, in Pennsylvania yesterday.

38:35 - And those of you who were did not get to see him.

38:38 - He spoke at the dinner,

38:39 - and he has declared and he's told us that the most important state

38:43 - in the entire country in 2026 is Pennsylvania.

38:46 - And by the way, we wouldn't want it any other way.

38:49 - We are ready.

38:50 - We are ready to make 26 Pennsylvania in 2026, the

38:54 - the state, and we're ready to do it. Thanks to all your help.

38:58 - In the last year,

39:00 - we've had some goals and we've accomplished many,

39:02 - but we've moved our headquarters back to State Street

39:04 - so we could be in the middle of Harrisburg.

39:09 - We raised $4.1 million

39:13 - to 4359 new donors.

39:17 - I'm happy to report that, we have now

39:20 - more cash on hand, by about 25% than we did,

39:24 - actually by about 40% than we did when we when I took office.

39:32 - We started registration,

39:34 - a year ago with 93,997 more Democrat active voters and Republicans.

39:41 - As of Monday, it's 42,877, thanks to you,

39:46 - 51,000 gap closed.

39:50 - We had one contest last year.

39:52 - We have a new contest. It's already started.

39:54 - Started in January 1st and goes to October 19th to register more voters.

39:57 - We want in November.

39:59 - By the time the November election kicks off,

40:01 - we want to have more Republicans registered to vote active than Democrats.

40:06 - And thanks to you, we will do that.

40:08 - And finally, we thank you all know that our campaign

40:11 - a year ago, Bernie Comfort my campaign was about unity.

40:15 - We believe that unity makes strength, and the only way

40:18 - we win in Pennsylvania is if we're united.

40:21 - And we I think we have gone a long ways toward unity.

40:24 - And the first step in that was in September when we endorsed

40:28 - our outstanding candidate, the next governor of Pennsylvania, Stacey Garrity.

40:39 - I don't think Senator McCormick.

40:41 - I don't think I could say it any better than how Senator McCormick

40:44 - said this morning.

40:45 - But I will add and I will.

40:47 - We've been texting back and forth.

40:48 - I think I'm going to say to him, he has six daughters, I have four.

40:51 - How about the fact she's going to be the first female governor of Pennsylvania?

41:00 - It's a it's about time.

41:01 - It's about time.

41:03 - And the second step,

41:04 - which is what we'll deal with in a little while, is giving her a running mate.

41:07 - Not just someone who can help her win,

41:09 - but someone who can, governor, govern with her when she is governor.

41:12 - So we have great goals for 26.

41:14 - You've heard from Jesse Topper and,

41:17 - we're going to make speaker and, you heard from Senator Gephardt.

41:21 - We're going to expand the majority there.

41:22 - We're going to keep Republicans in the majority

41:25 - in Congress, because if not, we've seen this show before.

41:29 - We know what's going to happen.

41:30 - There'll be investigations, there'll be impeachments.

41:33 - And worst of all, they will stop the agenda that the Trump administration

41:37 - has put forth that has led for lowering of prices, raising of wagers,

41:42 - ending of wars, more opportunity, more peace and prosperity

41:47 - that will end if Republicans lose control of Congress.

41:50 - So we're going to make sure all of our congressional delegation

41:53 - goes back, and we are going to be united in doing that.

41:57 - When we're knocking doors for House members in the state House to help Jesse,

42:01 - we're going to be knocking on the same doors,

42:03 - the same volunteers for the Senate, candidates for Chris

42:06 - and for Stacey and her running mate and for the congressional candidates.

42:10 - We are going to be coordinated like we've never been coordinator in before.

42:13 - That is what I'm most proud of. We have been united.

42:16 - I want to thank Eric Anderson and the whole team.

42:18 - Wow. Just outstanding job these guys are all working 24 hours, seven hours a day.

42:28 - And I also want to take the time to, James Merkley.

42:30 - Is James in the house?

42:32 - James last week became a dad for the first time.

42:39 - It is daughters and it is Juliette James.

42:41 - So juju or JJ but congratulation James and to your wife.

42:47 - I'd like to now introduce our national committee. Man.

42:51 - And as you heard in the video,

42:53 - when Christine already went to become the ambassador to Sweden,

42:55 - there was a vacancy for the national Committee.

42:58 - Woman.

42:58 - And, by according to the bylaws, the chairman appoints

43:02 - and I appoint an outstanding person,

43:05 - businesswoman, lawyer, Laurie Hardiman.

43:08 - So but I'm going to have Andy and Laurie

43:10 - come up and give the national committee reports.

43:18 - Thank you, Mr.

43:19 - Chairman.

43:19 - In lieu of report, what I'll do is I'll introduce Lori as a guest.

43:22 - So she gave her first report to the whole body.

43:25 - So the best way to introduce her is Dave mentioned some of it.

43:28 - But remember when President Trump talks about the 2024 election,

43:32 - he always points out that he won all seven

43:36 - of the swing states, all seven.

43:39 - And remember, we had great Republican candidates

43:42 - in the Senate for all seven of those states.

43:45 - And if they'd all won, we'd have 59 United States senators right now.

43:49 - And all of those senators

43:51 - benefited from a great turnout that President Trump brought.

43:54 - But only one of those senators was able to actually win in November,

43:58 - and that was Pennsylvania's Dave McCormick.

44:05 - So what was the difference when they all had the ability

44:08 - and the Trump voter coming out in the great,

44:10 - great abilities of President Trump helping all senators?

44:12 - Difference was the core team of Senator McCormick,

44:15 - his campaign, and the folks around him that actually kept it on track

44:19 - and made the difference in one person on the person that worked there.

44:23 - Greg appointed, did a great job of appointing his national committee man.

44:27 - Laurie Hardiman was part of Dave's kitchen cabinet.

44:30 - Did wonderful things for Dave on all the inside meetings,

44:33 - not only getting women's commission meetings there, but heading up

44:36 - fundraising in an area did a really wonderful job for Dave.

44:39 - So we just came back from California from a RNC meeting.

44:43 - Some please introduce Laurie Hardiman to give a first report, RNC report.

44:55 - Well, I am very humbled by this opportunity.

44:57 - I'm very grateful to Andy and to Greg for bringing me along

45:03 - and the winter meeting that we just had out in California

45:06 - has to, highlights that I will share with you.

45:10 - One was that our Pennsylvania delegation met with the white House political office,

45:14 - and we asked for President Trump's endorsement of Stacy Garrity.

45:18 - And three days after we got home, we received that endorsement for Stacy

45:23 - and that was really.

45:29 - And we also voted at our winter meeting

45:31 - to have a mid, mid term convention where we can showcase

45:36 - President Trump's various accomplishments and rally the troops

45:40 - and try to get out the vote and create as much enthusiasm as we can

45:44 - for these upcoming midterms in November.

45:46 - So it was really exciting to be a part of that meeting for the first time, and

48:46 - I get my own microphone.

48:47 - This could be dangerous.

48:49 - Anyway, the North East

48:51 - Central Caucus Network caucus met this morning.

48:54 - It was robust.

48:55 - There were five of us.

48:56 - It was riveting.

48:57 - And we keep listening.

49:00 - The flu is going through the Niagara caucus.

49:02 - Okay. All right, so bear with us.

49:04 - But we are here in mighty numbers by proxy for, for the vote today.

49:09 - But we, had a special opportunity to sit down

49:11 - and have breakfast with our next chapter, Stacey Garrity.

49:14 - So we thank you for spending the extra time with us.

49:16 - And we heard from the officers of the party and others,

49:20 - we unanimously voted in our caucus and then discuss this morning

49:23 - again, our support for Jason Richie for Lieutenant governor.

49:27 - More importantly, we talked about messaging

49:29 - and how we are going to use current activities of the Democrat House members

49:35 - to message to independents and to Republicans to get them out, to vote.

49:40 - Thank you.

49:45 - Andrew Riley will give the report from the Southeast caucus. Yes.

49:47 - We have a live mike right here.

49:49 - So real quickly, Southeast Caucus met this morning at county reports

49:53 - with respect to the 2026 elections.

49:56 - And we heard from our our statewide wire chair, who now range from the southeast,

50:01 - but also, most importantly, from station Stacey and Jesse.

50:05 - And they gave great speeches and we are totally supportive of their calls.

50:09 - Thank you.

50:12 - They fight,

50:13 - Dauphin County chairman, to give the Central Caucus report.

50:46 - As state committee, we had,

50:49 - offered them our thanks for

50:50 - their service and heard from them, throughout the meeting as well.

50:54 - So with that said, that's all I have.

50:58 - Thank you.

50:58 - Dave.

51:00 - The Southwest caucus, Jackie Colbeck.

51:05 - And, Marcy, you're on deck.

51:15 - Thank you, Mr.

51:16 - Chair.

51:17 - The Southwest caucus

51:20 - and your Jason Richie with the conservatives.

51:25 - We are really happy about what Jason is honoring because he's from our caucus.

51:30 - But in his bio as a,

51:34 - turning in processes

51:37 - on dispute resolution, can you imagine?

51:40 - So they were perfect for political position

51:44 - as Jason was being able

51:48 - to dispute and resolution

51:52 - when they had been serving the ground, because our country was there,

51:57 - and I think we just passed it a first year

52:01 - because our country was on the ballot.

52:04 - This is the person people, you know, successes were only option.

52:09 - Our highest suspension post.

52:11 - And then Stacy Gerry as our other

52:16 - female governor, which is huge.

52:18 - We're and every woman woman in industry.

53:03 - For their testimonies, Heather.

53:04 - Very, very happy hour yesterday which was very long and it

53:07 - we had a really good time.

53:10 - We also recorded on two zoom calls with the southwest

53:12 - caucus to introduce Lieutenant Governor candidate Jason Richie.

53:16 - We shared goals

53:17 - for counties to discuss the idea of an organized caucus fundraiser, led

53:22 - by our amazing leaders from Clarion County and sponsored by the Commonwealth Fund.

53:27 - Turns out we had lovely teen voices,

53:30 - and the Northwest Cox Choir has been this morning a part of

53:35 - our caucus is growing, and we're looking forward

53:38 - to working as a united body for our elected officials.

53:41 - We are also all in for Stacy and Jason.

53:48 - Thank you.

53:50 - This is a report of the resolution

53:58 - Good morning, Mr.

53:59 - There was one resolution submitted to the resolutions committee.

54:03 - It was drawn and withdrawn in committee.

54:06 - And we have no resolutions to report out.

54:08 - Thank you.

54:09 - Thank you.

54:13 - In your folders, in addition to the budget, we're going to be voted on.

54:21 - I see Lowman Henry here is coming up in April.

54:24 - It's a do not miss this. It's going to be great.

54:27 - We are encouraging you all to join the Commonwealth Club

54:29 - or get some donors in your community to to join the Commonwealth Club.

54:35 - Basics and best

54:36 - practices for nominating petitions, which will start on February 17th.

54:40 - Important dates.

54:42 - Pulsar voter contact, our primary election calendar and then the upcoming meetings.

54:49 - This summer we're going to be in Valley Forge, June

54:52 - 19th and 20th, for the 250th birthday of America.

54:55 - We're going to be right there where it all happened.

54:58 - People have talked about this upcoming gubernatorial race.

55:01 - When Stacy wins, it will be an upset.

55:03 - And I said, well, Pennsylvanians have a history of upsets,

55:06 - including the first 1 in 1776.

55:10 - So we will be there.

55:12 - And then our, fall meeting will be in Pittsburgh.

55:15 - So that keep that and all the packets in there.

55:18 - I did want to tell you one thing.

55:20 - It's, it's quite an honor to be your chairman.

55:23 - Chairman Gruters, the RNC chairman and I were talking,

55:25 - and he said he spent 14 years as a county chairman.

55:29 - And I said, that's I think, the hardest job there is in politics.

55:32 - Or I used to. I thought that until I became your state chairman.

55:35 - And he said, no, no, it is the hardest job.

55:37 - It is the absolute hardest job.

55:39 - And, being state chairman, is is not the, it's

55:43 - not as hard as being a county chairman, but I want to let you know that I would

55:48 - I will suffer, on your behalf, I read Josh Shapiro's

55:51 - new book, his autobiography, in In Three Hours last Sunday.

55:55 - So if anybody wants his questions about his book, feel free to call me. Yes.

56:00 - I'd like to.

56:01 - Now, in taking a, take a moment to have all new members

56:06 - of state committee, including new county chairman, please stand.

56:23 - And I hope you've enjoyed your first, state committee meeting. And.

56:26 - But please reach out to the new members, too.

56:29 - And in taking a page out of, Chairman fight and Central Caucus

56:32 - with all members of state committee who are not seeking reelection.

56:35 - Please stand.

56:46 - Thank thank

56:47 - you all for your service as well.

56:50 - We have no, no, no, we have no old business to discuss this morning.

56:54 - So we're going to move to new business.

56:56 - As the resolutions committee chair reported,

56:58 - the only resolution received has been withdrawn.

57:01 - However, we did receive one memorial resolution.

57:04 - The chair now recognizes Don crewneck from Potter County to speak on behalf

57:07 - of his memorial resolution honoring George Sauers of Cameron

57:11 - County. Don.

57:30 - Thank you, Mr.

57:31 - Chairman.

57:32 - I stand before the committee to make aware that we had lost

57:36 - a sitting county chair in December.

57:40 - His name was George Sauers of Cameron County.

57:43 - I enjoyed working with George for a neighboring county chair.

57:47 - George started his life

57:50 - with service and continued it through his death

57:54 - as a,

57:56 - as a neighboring chair.

57:58 - I worked with them often.

58:01 - George was a husband, a father,

58:04 - a grandfather, and George was my friend.

58:09 - So please consider this resolution to honor

58:13 - George Sours.

58:15 - Cameron County.

58:16 - Thank you.

58:23 - Thank you.

58:24 - Done. All in favor of adopting this resolution.

58:26 - Please respond by saying I

58:29 - all opposed.

58:30 - The ayes have it.

58:31 - This resolution is adopted.

58:33 - Our treasurer, Santa Marco, is giving you all a report on the state

58:36 - party budget for 2026.

58:38 - The budget is included in your red folders, and I hope all of you

58:42 - had a chance to review it for rule 5.2 of our bylaws.

58:45 - This budget is to be approved by the state party

58:48 - at the first meeting of the New Year.

58:50 - So we will hold a vote to approve this budget,

58:52 - all in favor of adopting this budget.

58:54 - Please respond by saying I, I all opposed. No.

58:58 - The ayes have it. The budget is approved.

59:01 - It did my gavel. I'm,

59:04 - Now we are going on to new, new business, including endorsements.

59:08 - As you've heard, in September, you took the extraordinary step

59:12 - of endorsing Stacy Garrity to be our candidate for governor.

59:15 - And she has proven in the last five months that this was a great decision.

59:20 - Now we will entertain a motion to endorse for lieutenant governor.

59:25 - Is there a motion to endorse?

59:28 - You need to make her the motion.

59:29 - I recognize chair Pat Coppock from Bucks County.

59:32 - Thank you, Mr. Chairman.

59:34 - I can do that.

59:36 - We do have a complaint because they weren't able to.

59:41 - First, the first issue is whether or not we endorse yes, endorse someone.

59:46 - Yes, sir.

59:50 - Glenn, chair recognizes Glenn Gasser from Northampton County.

59:54 - Is there a second, Mr. Chairman?

59:55 - I second that motion.

59:57 - Yes. And,

59:58 - 631 as you've heard me say before, and having grown up as a county

01:00 - 02.732 chairman and county parties,

01:00 - 05.368 there are times when we don't need to endorse

01:00 - 07.170 and there are times when we shouldn't endorse.

01:00 - 09.539 And I would say I had members of my committee

01:00 - 12.942 that maybe 25% of them said it wouldn't matter who we were running.

01:00 - 14.777 It could be Ronald Reagan we shouldn't endorse.

01:00 - 17.180 And then there were times that people say, well, I don't care

01:00 - 20.483 if we have a ham sandwich running, we should endorse something or someone.

01:00 - 23.686 And there are times when we have an opportunity

01:00 - 25.355 to decide whether or not we endorse.

01:00 - 27.390 And so this is an occasion

01:00 - 30.326 where you we have decided we're going to do this for governor.

01:00 - 32.562 It was a great decision and now it is up to you.

01:00 - 35.565 The first question is should we endorse so

01:00 - 41.437 I am if any other comments or questions, but not all in favor

01:00 - 45.708 of endorsing for Lieutenant governor in the 2026 election, please say I,

01:00 - 47.677 all opposed.

01:00 - 49.078 Say no.

01:00 - 51.247 It sounds like the ayes have it.

01:00 - 52.582 The Republican Party Pennsylvania

01:00 - 55.952 has chosen to endorse the officer's lieutenant governor. Now.

01:00 - 02.825 The Republican Party has voted to endorse a candidate for governor.

01:01 - 05.194 We will now go with the nomination process.

01:01 - 08.197 All candidates must be nominated by a member

01:01 - 11.067 or Republican, carrying the proxy of a member of state committee.

01:01 - 15.405 In the interest of time, nomination speeches will be limited to 22 minutes.

01:01 - 18.608 I'm sorry, two minutes. I'm

01:01 - 20.243 glad you're paying attention.

01:01 - 22.345 And nomination must receive a second motion

01:01 - 24.414 from a member of the Republican State Committee.

01:01 - 26.449 With proxy or with proxies.

01:01 - 29.452 Seconding speeches be limited in length to one minute.

01:01 - 31.454 All the nominations are complete for office.

01:01 - 34.457 We will entertain a motion to close nominations and proceed to vote

01:01 - 35.892 for that particular office.

01:01 - 39.062 The floor is now open for nominations to the office of Lieutenant Governor.

01:01 - 40.163 Is there a nomination?

01:01 - 45.568 Chair recognizes no Brett to Westmoreland County

01:01 - 48.738 for the purpose of making a nominating speech.

01:01 - 52.542 Thank you, Mr.

01:01 - 55.078 Chairman.

01:01 - 58.214 Last fall, this body took a bold step by endorsing Stacy

01:01 - 01.484 Garrity, giving her a vital head start in the race for governor.

01:02 - 05.488 Since then, she has worked tirelessly to build a winning campaign

01:02 - 08.825 while remaining the best treasurer in America.

01:02 - 12.061 But our ticket is not yet complete.

01:02 - 14.831 Stacy Garrity deserves the support of her running mate,

01:02 - 19.035 who was a fighter like her, someone who were clearly articulate.

01:02 - 21.270 What is at stake in this election?

01:02 - 22.205 Someone will hold

01:02 - 25.975 Josh Shapiro accountable for his record and presidential ambitions,

01:02 - 30.980 someone who will share Stacey's vision for growth and prosperity,

01:02 - 34.884 and someone who will motivate voters to cast their ballots for Republican

01:02 - 40.556 candidates early at the courthouse, by mail or in person on Election Day.

01:02 - 44.460 Mr. chairman, I believe Jason Richie is that fighter.

01:02 - 48.364 Jason is a proud native of Aliquippa and Beaver County,

01:02 - 51.467 where he saw firsthand the damage, economic decline

01:02 - 55.171 and lost opportunity can inflict on hard working families and communities.

01:02 - 58.141 These experiences shaped him.

01:02 - 01.410 He learned the value of hard work, perseverance and determination

01:03 - 03.446 early in life.

01:03 - 06.449 After high school, Jason attended Allegheny College,

01:03 - 10.853 where he became a three time NCAA academic All-American wrestler

01:03 - 15.691 and one of only three wrestlers in school history to achieve 100 wins.

01:03 - 20.429 He carried that fighting spirit through law school, financed in part

01:03 - 23.466 by working as a union, labored in Aliquippa steel mill.

01:03 - 28.504 In the three decades since then, Jason has built a successful legal career,

01:03 - 31.507 fighting for manufacturers, energy companies

01:03 - 36.712 and contractors across the country, earning the Rock earning a reputation

01:03 - 39.715 as one of the toughest litigators in the profession.

01:03 - 44.320 Jason and his wife are also raising three sons, all wrestlers

01:03 - 48.090 and all learning the same values of discipline, grit

01:03 - 51.127 and accountability as their father,

01:03 - 54.430 Jason Ritchey clearly has the experience, the toughness

01:03 - 57.667 and the conviction to complete our ticket and propel Stacey

01:03 - 00.803 Governor Stacy Garrity to victory this November.

01:04 - 02.004 Therefore, Mr.

01:04 - 05.007 Chairman, I proudly nominate my friend Jason Richie

01:04 - 09.445 for the endorsement of the GOP for the office of Lieutenant Governor.

01:04 - 22.325 Is there a second for the nomination of Jason Richie?

01:04 - 23.326 The chair recognizes

01:04 - 26.596 generations from Lancaster County for the purpose of making a second speech.

01:04 - 28.397 Thank you, Mr. Chairman.

01:04 - 31.400 I'll take that full 22 minutes in my seconding speech.

01:04 - 35.838 It is no secret that Josh Shapiro cares more about

01:04 - 39.742 campaigning for president than he does about the people of Pennsylvania.

01:04 - 42.011 Have you seen the recent U.S.

01:04 - 44.247 News and World Report rankings?

01:04 - 48.584 Pennsylvania ranked 41st in best states.

01:04 - 51.587 It's 44 or 41 out of 50.

01:04 - 54.557 We also ranked 38th economically,

01:04 - 59.128 39th in education, 43rd in infrastructure.

01:04 - 02.865 I think it's clear that Pennsylvania needs new leadership,

01:05 - 06.569 and it's in our hands today to turn this commonwealth around.

01:05 - 11.340 Stacey Garrity needs a partner that she can count on to help her turnaround.

01:05 - 13.643 Pennsylvania on day one,

01:05 - 15.845 I believe that Jason Richie is the candidate

01:05 - 18.848 who we not only need to help Stacey win in November,

01:05 - 22.151 but to help govern and lead Pennsylvania forward

01:05 - 26.923 Jason Richie grew up in a working class town, was an All-American wrestler

01:05 - 30.893 in college, became one of the toughest litigators in the country,

01:05 - 34.330 and will be a tenacious campaigner that Stacey Garrity

01:05 - 37.333 and the Republican Party needs on the ticket.

01:05 - 40.503 Like Stacey Garrity, Jason Richie isn't a politician.

01:05 - 43.606 He has real world experience and a great work

01:05 - 46.609 ethic that we need to help us win in November.

01:05 - 50.112 It is my pleasure to second the nomination of Jason Richie.

01:05 - 57.053 Thank you.

01:05 - 59.922 Jenna. The name Jason Richie has been placed in nomination.

01:05 - 02.925 Are there any other nominations at this time?

01:06 - 04.860 Thank you.

01:06 - 06.429 Thank.

01:06 - 08.931 Motion made by Marcy Costello.

01:06 - 10.399 We have a second.

01:06 - 12.568 All those in favor of closing the nomination?

01:06 - 15.838 Say I opposed no.

01:06 - 17.974 The ayes have it.

01:06 - 20.042 The nominations are now closed.

01:06 - 21.777 With only one name put forward.

01:06 - 23.679 We will move to a voice vote.

01:06 - 27.283 All those in favor of endorsing Jason Richie, please say I

01:06 - 31.020 oppose. Please say no.

01:06 - 32.188 The ayes have it.

01:06 - 35.191 And Jason Richie has been endorsed as lieutenant governor.

01:06 - 38.394 Ladies and gentlemen,

01:06 - 41.964 please welcome the next governor of Pennsylvania,

01:06 - 01.150 our friend Jason Richie. Me?

01:07 - 07.757 All right.

01:07 - 09.091 Thank you

01:07 - 12.061 for all of that and those nominations.

01:07 - 15.564 It's very emotional hearing those things.

01:07 - 17.733 In my heart, friends,

01:07 - 21.904 today is not just another meeting.

01:07 - 26.575 Today is not just another endorsement.

01:07 - 32.481 Today is the moment that the Pennsylvania Republican Party stands together

01:07 - 36.085 and resolves to take back our Commonwealth.

01:07 - 43.859 A few weeks ago,

01:07 - 48.364 Stacy Garrity asked me to run alongside her on this ticket

01:07 - 52.068 to both solidify this team for campaigning

01:07 - 55.438 and to partner with her to govern.

01:07 - 58.074 She asked me to help in a moment

01:07 - 02.078 when this Commonwealth desperately needs a change in leadership.

01:08 - 06.482 And today, with your endorsement and your blessing,

01:08 - 09.985 I will answer that call.

01:08 - 19.962 Four years ago, I ran for governor

01:08 - 23.499 because I believe our state was heading in the wrong direction.

01:08 - 26.769 I'm standing here today

01:08 - 29.738 because the reason still exists.

01:08 - 32.741 Only now the stakes are even higher.

01:08 - 36.946 For the first time in a long time,

01:08 - 41.450 Democrats are within reach of controlling the governor's office.

01:08 - 44.320 The Senate and the House of Representatives.

01:08 - 46.088 One party rule.

01:08 - 48.390 No accountability, no balance.

01:08 - 52.394 And we could become California East.

01:08 - 55.364 Just like you're seeing the devastation.

01:08 - 59.902 What's happening in Virginia after the liberals took power in November.

01:09 - 03.939 We all must resolve today

01:09 - 07.443 that we will not let this happen to Pennsylvania.

01:09 - 10.779 My wife, Melissa, and I,

01:09 - 14.250 as you heard, have three boys in college Justin,

01:09 - 17.620 Logan and Marcus.

01:09 - 22.224 And like many Pennsylvanians, I want my children

01:09 - 25.628 to want to live in Pennsylvania.

01:09 - 30.032 We want them to build their lives here,

01:09 - 34.403 to raise their families here, and someday have grandchildren here.

01:09 - 39.441 I want Pennsylvania to be a place that our kids choose,

01:09 - 42.978 not a place they feel forced to leave.

01:09 - 47.616 I know what I know what this Commonwealth represents because I lived it.

01:09 - 52.922 As you heard, I grew up in Aliquippa, an old steel town in western Pennsylvania.

01:09 - 57.026 I worked in the steel mills to help put myself through law school,

01:09 - 01.764 and I learned that nothing in life is handed to you,

01:10 - 06.969 and that Pennsylvania was built by people who work hard and people

01:10 - 11.974 that care more about their fellow citizens than they do themselves.

01:10 - 16.979 Josh Shapiro, a lifelong politician,

01:10 - 21.283 is not one of those people.

01:10 - 23.752 He is a charlatan.

01:10 - 25.354 He is a phony.

01:10 - 28.123 He tries to talk like Obama

01:10 - 31.126 and has no nothing to stop.

01:10 - 34.463 This state is doing nothing to help this state move forward.

01:10 - 37.833 Instead, Josh Shapiro

01:10 - 42.071 has spent millions and millions of dollars of your taxpayer money

01:10 - 45.574 to put together a public relations team

01:10 - 48.510 that tries to help his image.

01:10 - 51.413 While Pennsylvania families struggle

01:10 - 54.416 to buy the groceries.

01:10 - 56.685 Trust me

01:10 - 59.888 when I say this, if you hear anything I say tonight,

01:11 - 05.227 Josh Shapiro is not waking up every morning asking himself,

01:11 - 08.897 how do I improve the life of Pennsylvanians?

01:11 - 12.368 No, he is waking up each

01:11 - 15.437 and every day thinking about how we run for president

01:11 - 20.809 and how he'll get those voters out in Iowa and New Hampshire. That

01:11 - 23.379 for him,

01:11 - 27.516 Pennsylvania is a stepping stone for us.

01:11 - 30.953 Pennsylvania is home.

01:11 - 40.429 To three years of his governorship,

01:11 - 43.732 I believe it is undisputed

01:11 - 47.136 that his governorship amounts to malpractice.

01:11 - 50.706 Today, PA

01:11 - 53.909 ranks 41st out of 50 states in U.S.

01:11 - 57.713 News and World Report in overall performance AG

01:11 - 01.950 today, PA ranks is one of the most heavily

01:12 - 04.953 taxed states in the entire country

01:12 - 07.456 today.

01:12 - 08.924 This is amazing to me.

01:12 - 13.128 Seven out of ten eighth graders, seven out of ten

01:12 - 17.199 are not proficient in math or reading.

01:12 - 22.171 And today, every single Pennsylvanians

01:12 - 25.674 utility bills are skyrocketing

01:12 - 29.011 due to Shapiro's utter failure

01:12 - 32.715 to properly manage our vast energy resources,

01:12 - 36.518 there can be no doubt that Mr.

01:12 - 40.422 Shapiro's ineptitude and inability to govern

01:12 - 45.494 is preventing Pennsylvania for from achieving its enormous potential.

01:12 - 49.598 And that's why I'm here.

01:12 - 52.501 Proud to stand with Stacey Garrity,

01:12 - 55.304 a decorated veteran, a war

01:12 - 58.307 hero with three deployments to the Middle East,

01:12 - 01.643 a proven steward of our taxpayer dollars,

01:13 - 04.680 and a leader who respects workers,

01:13 - 08.751 values unions and understands that strong jobs

01:13 - 12.287 and strong families come together.

01:13 - 17.292 Unlike Shapiro, a Garrity Richie administration

01:13 - 21.363 will wake up every morning, focus just on one question

01:13 - 25.667 how do we make the lives of Pennsylvanians

01:13 - 28.670 better?

01:13 - 37.246 We resolve that we will unleash

01:13 - 42.017 Pennsylvania's massive energy potential, creating thousands

01:13 - 46.555 and thousands of jobs here and bringing enough value

01:13 - 51.293 that we will be able to bring down everybody's property and income taxes.

01:13 - 55.164 We will thank you.

01:13 - 57.666 We will

01:13 - 00.836 champion school choice because parents,

01:14 - 05.474 not politicians, should be in control of their child's education.

01:14 - 14.650 And I assure you that this parental control

01:14 - 18.620 will automatically improve our students proficiency rates,

01:14 - 21.790 and we will work across party

01:14 - 26.695 lines and enact middle of the road commonsense reform

01:14 - 30.532 that will bring and make government more efficient.

01:14 - 35.170 It will reduce regulations to allow our private sector to boom,

01:14 - 39.842 and we will protect Pennsylvania traditional family

01:14 - 42.811 values.

01:14 - 48.584 Friends, we can do this.

01:14 - 51.253 Make there be no doubt about that.

01:14 - 52.955 But we have to be united.

01:14 - 57.960 We have to work harder than ever, and we have to get our voters out there

01:14 - 00.963 signed up and mail in ballot in early voting.

01:15 - 04.800 And when we win and we will,

01:15 - 08.103 we will make Pennsylvania history.

01:15 - 12.040 We will be electing Stacey Garrity as the first female governor

01:15 - 13.375 in the history of the state.

01:15 - 21.850 And when we

01:15 - 24.853 do that, it's not just going to be a symbol,

01:15 - 28.857 but we will be electing the strong leader

01:15 - 33.428 that Pennsylvania needs at this critical moment in time.

01:15 - 34.897 Thank you.

01:15 - 38.000 God bless and God bless the great Commonwealth of Pennsylvania.

01:15 - 56.418 At this time, I'd like to invite the next Governor

01:15 - 59.888 of Pennsylvania, Treasurer Stacey Gary, to the podium.

01:16 - 12.534 Okay, so now you understand why Jason Richey

01:16 - 16.672 is going to be the next lieutenant governor, right?

01:16 - 20.542 But thank you, Greg.

01:16 - 23.211 This is absolutely the most unity

01:16 - 26.915 I have ever experienced at a state committee meeting since 2021.

01:16 - 29.117 It's fantastic, isn't it, everybody?

01:16 - 32.120 Yeah.

01:16 - 35.457 But a choice for lieutenant governor.

01:16 - 36.491 It's an important one.

01:16 - 39.595 And we're seeing the repercussions of that when Josh Shapiro

01:16 - 42.731 goes, am I on his self-promotion tours?

01:16 - 43.532 Aren't we?

01:16 - 46.201 So we need a lieutenant governor

01:16 - 48.870 who can step up and step in when needed.

01:16 - 52.240 We need a lieutenant governor who not only shares

01:16 - 55.377 my governing philosophy, but can be a sounding board

01:16 - 59.314 and a confident in the most difficult of times.

01:16 - 02.985 So over the past few months, I've had so many,

01:17 - 07.255 Pennsylvania political, business and civic leaders approach me.

01:17 - 09.324 And I have to say, honestly,

01:17 - 12.761 it was one of the most encouraging experiences I've ever had in politics.

01:17 - 15.964 And, Lieutenant Governor Jim Kelly, stand up.

01:17 - 25.540 Jim. And point on the process.

01:17 - 27.442 And he did a fantastic job.

01:17 - 31.780 And we have an amazing lieutenant governor candidate,

01:17 - 35.083 don't we?

01:17 - 37.352 But it was so clear to me

01:17 - 40.322 that so many people in our commonwealth,

01:17 - 45.427 they see the kind of incredible potential they understand our abundant

01:17 - 49.131 natural resources that are the envy of the world.

01:17 - 52.801 They know that we don't have to be mediocre.

01:17 - 53.935 You heard it from Jenna.

01:17 - 56.171 You heard it from, Jason.

01:17 - 01.076 We ranked 38th economically, 39th in education, 41st overall.

01:18 - 03.211 We have a C-minus in infrastructure.

01:18 - 05.614 It is unacceptable.

01:18 - 07.516 But through the process,

01:18 - 12.587 obviously, one Pennsylvania leader emerged as a man that I truly, truly,

01:18 - 16.291 in my heart of hearts believe will not just be a great running mate

01:18 - 20.095 on the campaign trail, but he's going to be an incredible partner

01:18 - 24.466 in governing our Commonwealth because we have a lot to fix, don't we?

01:18 - 31.373 And it's clear from the

01:18 - 35.010 vote today that you think Garrity, Richie has a nice ring to it.

01:18 - 38.613 But Jason,

01:18 - 42.150 he is more than just an accomplished, trial lawyer.

01:18 - 45.954 He's not just an established community leader.

01:18 - 49.224 Jason Richie is an incredible father.

01:18 - 50.992 He's an incredible husband

01:18 - 54.362 who has skin in the game when it comes to Pennsylvania's future.

01:18 - 58.166 And he wants his children and your children and your grandchildren

01:18 - 01.436 to stay in Pennsylvania and raise their families here.

01:19 - 05.640 So growing up in Aliquippa, putting himself through college

01:19 - 08.243 on a wrestling scholarship, surprise, surprise,

01:19 - 11.713 working his way through law school, working at the steel mills,

01:19 - 16.551 Jason just doesn't, you know, he not only understands

01:19 - 19.554 Pennsylvania's blue collar work, he's lived it.

01:19 - 23.492 And most importantly, Jason shares my vision

01:19 - 29.364 for where Pennsylvania can go if we have the right leadership.

01:19 - 33.568 Jason knows we can achieve so much more

01:19 - 37.305 than we have under Josh Shapiro, and together we will.

01:19 - 45.981 So I may be from our county.

01:19 - 49.317 Jason is from Allegheny County, but we were both taught

01:19 - 53.288 the same Pennsylvania values that helped us have success.

01:19 - 58.460 And like me, I can assure you that Jason's only ambition is to serve.

01:19 - 00.061 And that is so important.

01:20 - 02.831 His only ambition is to serve.

01:20 - 06.668 And like I said last night, we have a lot of work to do,

01:20 - 10.872 but I am confident that Jason Richie is the right man to join us

01:20 - 15.143 at this critical time in Pennsylvania's history.

01:20 - 16.711 So thank you.

01:20 - 18.413 Thank you, all of you from the bottom.

01:20 - 21.483 My heart for overwhelmingly endorsing Jason.

01:20 - 25.954 The unity we see here, the enthusiasm we see here.

01:20 - 29.491 We need to take that back home with us.

01:20 - 31.359 Okay. To our communities.

01:20 - 35.263 We have to get the word out, call our friends, knock on our neighbors

01:20 - 38.266 doors, register new voters.

01:20 - 43.471 We have made great strides since we were last together in September.

01:20 - 48.677 What started with you became the catalyst that helped us become

01:20 - 53.248 just the 10th gubernatorial candidate to be endorsed by President Trump.

01:20 - 01.623 And today, you endorsed that ticket

01:21 - 05.594 that is ready to take on and defeat Josh Shapiro.

01:21 - 08.196 Now defeating Josh Shapiro.

01:21 - 10.232 We know it won't be easy, but you know what?

01:21 - 13.501 Nothing worth achieving ever is. Is it?

01:21 - 16.404 So you heard me say this last night.

01:21 - 20.075 But Pennsylvania deserves a governor with a plan

01:21 - 23.612 that's worthy of a commonwealth that gave birth to a nation.

01:21 - 27.182 And this is our turning point.

01:21 - 29.517 Pennsylvania has led before.

01:21 - 31.920 We are the state that sparked a revolution.

01:21 - 34.923 We are the state that powered an industrial nation.

01:21 - 38.460 We are the state that built the American middle class.

01:21 - 42.764 There is no reason, none, that we can't lead again.

01:21 - 43.732 And we will.

01:21 - 44.766 But you know what?

01:21 - 47.402 Leadership matters.

01:21 - 49.371 Accountability matters.

01:21 - 52.774 And putting Pennsylvania families first matters.

01:21 - 55.010 This is our moment.

01:21 - 56.244 This is our turning point.

01:21 - 00.448 And together, together, all of us in this room, we will restore opportunity,

01:22 - 04.619 affordability and promise to the great Commonwealth of Pennsylvania.

01:22 - 06.221 God bless all of you.

01:22 - 09.224 God bless Pennsylvania and God bless the United States.

01:22 - 09.858 Thank you.

01:22 - 40.989 Thank you Stacey.

01:22 - 43.758 Thank you Jason. What a team. What a great team.

01:22 - 47.195 And thank you all for your support of our endorsed candidates.

01:22 - 50.632 I'd like to make a couple announcements.

01:22 - 54.736 One, our next meeting is on June 19th and 20th in Valley

01:22 - 58.239 Forge, where we will celebrate America's 250th birthday.

01:22 - 03.244 And the fall meeting will be held September 25th and 26, in Pittsburgh.

01:23 - 06.614 Also,

01:23 - 09.617 our vice chairman, Bernie, has some announcements about your packets.

01:23 - 13.521 Okay, so we need to make petitions.

01:23 - 14.990 Great. Again.

01:23 - 20.362 And we need to make sure before we leave county chairs up front and center outside

01:23 - 23.999 here, we have packets for your county, for your state committee members and more.

01:23 - 27.669 Additionally, any state committee member that wants to grab some, we have

01:23 - 31.039 printed copies for the next governor and lieutenant governor.

01:23 - 31.940 Let's do it.

01:23 - 40.248 Seeing no further

01:23 - 43.251 business, the chair will entertain a motion to adjourn.

01:23 - 46.287 Is there a second?

01:23 - 48.123 Any debate?

01:23 - 51.126 All in favor of adjourning, please say I.

01:23 - 55.096 The meeting is adjourned.

01:24 - 07.008 This. Is.
