00:51 - history beginning with the

00:52 - American Revolutionary War

00:54 - leading up to the American

00:55 - Civil War.

00:56 - Carlisle served as a stop on

00:57 - the Underground Railroad.

00:59 - Today Carlisle boasts bustling

01:00 - historic business district and

01:02 - is home to First Fridays,

01:03 - taste of Carlisle, Carlisle

01:05 - Wonderland weekend.

01:06 - The borough is also home to

01:07 - the Carlisle regional

01:08 - Performing Arts Center,

01:10 - Dickinson College, and the

01:11 - Army War College.

01:19 - Pennsylvania.

01:20 - My name is Mayor Tim Scott and

01:22 - I've been lucky enough to be

01:23 - the mayor of this borough for

01:25 - about four and a half years

01:27 - now.

01:27 - I was elected in 2013 and

01:29 - before that I served twelve

01:30 - years on council.

01:32 - We're in Carlisle,

01:33 - Pennsylvania.

01:33 - Carlisle is the county seat of

01:34 - Cumberland County. We were

01:36 - founded in 1751. We are 5.5

01:40 - miles wide on either side to

01:42 - our west about three hours

01:44 - from here is the city of

01:45 - Pittsburgh, to our east about

01:47 - two and a half hours as the

01:48 - city of Philadelphia.

01:49 - And you can be in Baltimore

01:50 - and D.C. in about two hours

01:51 - give or take.

01:53 - And we're so happy that you're

01:54 - here today to learn more about

01:55 - Carlisle and exploring

01:57 - Carlisle. As we take you

01:59 - through our town and show you

02:09 - My name is Glenn White. I am

02:11 - the main street director for

02:12 - the downtown Carlisle

02:13 - association.

02:14 - We are one of the oldest

02:15 - running Main Street groups in

02:17 - the Commonwealth since 1781.

02:20 - Downtown Carlisle has been a

02:21 - hub of activity, commerce, and

02:24 - history in Cumberland County.

02:27 - I would like to invite you to

02:28 - visit, stay, play, eat, and

02:32 - have a wonderful time with

02:33 - your family and friends.

02:35 - We have over 34 stores, thirty

02:38 - six restaurants ranging in

02:41 - international flavors from

02:43 - Indian to Japanese to English

05:09 - president of Dickinson College

05:11 - and we are here today on the

05:13 - beautiful grounds of Dickinson

05:15 - College.

05:16 - I'm in front of the statue of

05:17 - Benjamin Rush.

05:18 - Benjamin Rush is a really

05:20 - important person in American

05:21 - history.

05:22 - He signed the Declaration of

05:24 - Independence and soon

05:25 - afterwards he established

05:26 - Dickinson College.

05:28 - He was the only person signing

05:29 - our Declaration of

05:30 - Independence who was opposed

05:31 - to slavery and supported

05:33 - education for women.

05:35 - That pioneering spirit has

05:37 - been a big part of this

05:38 - college and this community

05:40 - since 1783 when we sat on the

05:43 - edge of the New America.

05:45 - If you look at our campus you

05:47 - realize we are part of the

05:48 - community.

05:49 - We sit at one of the major

05:51 - intersections.

05:52 - There really aren't any

05:52 - divisions between our college

05:54 - and the college community

05:56 - faculty staff and students all

05:58 - live here in our beautiful

06:00 - bureau.

06:00 - We have so many projects that

06:02 - allow our students to be

06:04 - engaged in education and

06:06 - health projects and many other

06:08 - areas.

06:09 - Dickinson is one of the top

06:10 - liberal arts colleges in the

06:12 - country.

06:13 - We have students who come from

06:14 - around the United States and

06:16 - from 44 countries.

06:27 - I'm the dean of Penn State's

06:29 - Dickinson law.

06:30 - Your timing is immaculate

06:32 - because we find ourselves

06:33 - celebrating the one hundred

06:35 - eighty fifth anniversary of

06:36 - the founding of this law

06:37 - school by Judge John Reid at

06:39 - the time of the founding.

06:40 - Andrew Jackson was the

06:41 - president.

06:42 - There were no law schools in

06:44 - Pennsylvania and only four law

06:46 - schools in the country at the

06:47 - time.

06:48 - While we are celebrating the

06:50 - hundred eighth fifth

06:51 - anniversary of the founding

06:52 - and there's been incredible

06:53 - changes in society law and law

06:55 - schools one thing has remained

06:57 - consistent and that is our

06:58 - mission.

06:59 - Judge Reid's vision was to

07:01 - prepare students of law

07:02 - thoroughly for the practice of

07:04 - their profession the modern

07:06 - embodiment of that same

07:07 - mission is our mission of

07:09 - practice greatness.

07:11 - The notion of producing

07:12 - lawyers who will be leaders of

07:14 - their profession and the way

07:16 - we train our students to be

07:18 - ready for their profession of

07:19 - course is much different than

07:20 - one hundred eighty five years

07:21 - ago.

07:22 - One of the big differences is

07:24 - the fact that we recognize law

07:25 - no longer has a monopoly on

07:27 - truth.

07:27 - We have to communicate with

07:29 - and learn from other

07:29 - disciplines.

07:31 - So as part of Penn State we've

07:32 - taken advantage of their great

07:34 - resources and partnered with a

07:35 - medical school Penn State

07:36 - Harrisburg units at the main

07:38 - campus and state college.

07:40 - But we've also partnered with

07:42 - educational assets in Carlisle

07:43 - So we're so excited that we

07:45 - have the U.S. Army War College

07:47 - as one of our valued

07:48 - educational neighbors.

07:49 - Finally our core values.

07:51 - What does it mean to be a

07:52 - great professional or a great

07:54 - lawyer in 2018.

07:55 - We've identified four after

07:57 - buttes of greatness teaching

07:59 - scholarship service and

08:01 - community and I think service

08:03 - and community really are the

08:04 - embodiment of the DNA of the

08:06 - Dickinson School of Law.

08:08 - Our nine thousand graduates no

08:10 - matter what their area of

08:11 - practice have been great

08:12 - leaders and servants of their

08:13 - communities.

08:15 - Some have dedicated their

08:16 - lives to public service.

08:17 - We've produced governors

08:19 - representatives and senators

08:20 - at the state and local level.

08:22 - The first secretary of

08:23 - homeland security and that

08:25 - training for service and that

08:26 - training for community starts

08:28 - while they're in law school.

08:49 - the executive director of the

08:50 - Cumberland County Historical

08:51 - Society. We're headquartered

08:52 - in Carlisle, Pennsylvania.

08:54 - We're standing in the Miller

08:55 - Gallery here at the Cumberland

08:57 - County Historical Society.

08:58 - This is a rotating exhibit

09:00 - gallery that's changed out

09:02 - annually.

09:04 - We started as the Cumberland

09:06 - County Historical Site in

09:07 - Hamilton Library Association

09:09 - all the way back in 1874 and

09:13 - we've been serving in that

09:15 - capacity as a historical

09:16 - organization for almost 150

09:18 - years.

09:19 - The building that we're

09:20 - standing in is located 21

09:22 - North Pitt Street in Carlisle.

09:25 - We have a about a 5000 square

09:27 - foot permanent exhibit in the

09:30 - museum on the second floor.

09:32 - We have a full service

09:33 - research library for patrons

09:36 - and we also have a gift shop

09:38 - and children's history

09:40 - workshop on High Street in our

09:41 - second location in Carlisle

09:44 - The Cumberland County

09:45 - Historical Society also owns

09:46 - and operates the historic 2

09:48 - mile house on Walnut bottom

09:49 - road.

09:50 - If some of you are familiar

09:51 - with Carlisle landmarks the

09:54 - two mile house is located

09:55 - across from the Kmart on

09:58 - Walnut bottom road and that

10:00 - structure was built around

10:01 - 1820 and it was originally a

10:03 - tavern about two miles outside

10:06 - of the town center of

10:07 - Carlisle.

10:09 - We have been especially

10:10 - engaged with our community

10:12 - over the past few years with

10:15 - humanities based storytelling

10:17 - initiatives.

10:18 - One of the questions that we

10:20 - often get at the historical

10:21 - society or what is some of the

10:22 - highlights in your collections

10:24 - or your history.

10:25 - We have one of the largest

10:26 - collections of Carlisle. In

10:27 - the industrial school research

10:30 - materials in the country.

10:32 - We also have quite an

10:34 - extensive collection of

10:35 - colonial research

10:36 - documentation for people

10:38 - interested in their family

10:40 - history and we have material

10:42 - culture objects things that

10:44 - you'll see in that museum on

10:45 - the second floor.

10:46 - We have over 10000 artifacts

10:49 - all relating to Cumberland

10:50 - County history.

11:07 - Hi, my name is Greg Guenther

11:09 - and I'm the president of color

11:10 - Carlisle. Color Carlisle was

11:13 - formed in late 2016.

11:15 - We were focused on bringing

11:18 - attention and need to

11:20 - strategic locations of

11:22 - Carlisle looking at increasing

11:24 - safety and awareness of

11:26 - neighborhood spaces by

11:28 - bringing public art to the

11:29 - community.

11:30 - We collaborated with research

11:32 - that we found that talks about

11:34 - arts and culture and

11:35 - communities and really

11:36 - focusing on the idea that

11:38 - increasing access to those

11:40 - things in the community allows

11:42 - for economic development and

11:44 - safety and attention to

11:46 - neighborhood spaces and also

11:48 - bringing positive energy to

11:49 - the community as a whole.

11:51 - So color Carlisle took that

11:53 - and intersected those two

11:54 - ideas and created the project

11:57 - which allows community

11:59 - individuals to help

12:00 - collaborate and bring public

12:02 - art to the places that they

12:03 - live.

12:05 - The piece behind us was our

12:06 - first project.

12:08 - The work was done as an artist

12:09 - in residency program through

12:10 - the Carlisle High School.

12:12 - The students are actually

12:13 - responsible for creating the

12:14 - piece itself and all the

12:15 - imagery that you see behind

12:17 - me.

12:17 - Our next project that we have

12:19 - underway is in collaboration

12:20 - with the United Way and we are

12:22 - hopeful to be installing that

12:24 - at the former antique gallery

12:26 - building which is located on

12:29 - the corner of North Hanover

12:30 - and North Street.

12:32 - Our work as a whole is just

12:34 - focused on bringing the public

12:35 - art to the community space in

12:37 - collaboration with the

12:38 - residents that live here in

12:39 - Carlisle.

12:41 - In addition we are always

12:42 - looking for sponsors that are

12:44 - interested in highlighting

12:45 - their impact.

12:46 - Here in Carlisle and the

12:47 - community that they are

12:48 - involved with in addition to

12:50 - that we also interview all the

12:52 - community members and

12:53 - community influencers so that

12:55 - they can share their stories

12:56 - about what Carlisle means to

12:57 - them.

13:06 - Hi my name is Matt Candland.

13:09 - I'm the borough manager for

13:10 - the borough of Carlisle.

13:12 - I've served as the manager for

13:14 - over six years.

13:15 - A lot of people ask what does

13:16 - the borough manager do? I'm

13:18 - responsible for the day to day

13:19 - affairs of the borough. We're

13:21 - a full service community. We

13:23 - provide police service, fire,

13:25 - water, sewer, Parks and Rec,

13:26 - all the other services

13:27 - associated with a full service

13:29 - community.

13:29 - Today we're standing at the

13:31 - site of a fascinating project.

13:33 - This is what we call the

13:34 - Carlisle urban redevelopment

13:36 - plan.

13:37 - It is a redevelopment project

13:39 - of a former brownfield site.

13:41 - It actually includes three

13:42 - sites.

13:42 - One is a former Tyco site.

13:44 - One is a former you see sight

13:46 - and what is a former tire and

13:48 - we'll say all industrial sites

13:50 - that provided hundreds of jobs

13:51 - for Carlisle at its peak about

13:54 - 10 years ago.

13:55 - Within a matter of just a few

13:56 - years all of them closed down.

13:58 - That left hundreds without

14:00 - jobs and created a huge gap in

14:03 - our community.

14:04 - And at that time community

14:06 - leaders and our borough

14:07 - Council and other leaders

14:09 - determined that rather than

14:10 - just waiting to see what

14:12 - happens they would take the

14:13 - initiative plan help plan the

14:16 - site partner with the private

14:17 - owners and come up with

14:18 - something that was going to be

14:20 - a benefit to the community.

14:21 - And fortunately since we had

14:22 - included the private property

14:24 - owners and their input we all

14:26 - were in agreement on what this

14:27 - plan should be.

14:29 - So what you're seeing behind

14:30 - me is the beginning stages of

14:32 - that plan being implemented.

14:34 - It promises to Phil that what

14:36 - was once a tragedy with the

14:37 - closures into a great benefit

14:40 - for our community we we feel

14:41 - like it's going to benefit not

14:43 - only the residents but the

14:44 - downtown businesses as well.

14:47 - So we're very excited about

14:48 - this project.

14:49 - It's very innovative it's won

14:50 - plenty of awards and we would

14:52 - invite you to come see this

14:53 - come shop with some of the

14:55 - shops are going to be built

14:56 - and actually do some other

14:57 - innovative things that you'll

14:59 - be excited to see.

15:00 - So we invite you to come to

15:01 - Carlisle and see our

15:02 - redevelopment project.

15:04 - Hi, I'm Bill Miller with

15:05 - Carlisle events.

15:06 - Carlisle events is actually

15:08 - the car shows that we do here

15:09 - in Carlisle, Pennsylvania.

15:11 - And we're in the car show

15:12 - business.

15:13 - We're not in the development

15:14 - business but all of a sudden

15:15 - we got in the development

15:16 - business when the

15:18 - international automotive

15:19 - components factory went down

15:20 - in 2008.

15:22 - You know the car business was

15:23 - going in the wrong direction

15:25 - and everybody was really

15:26 - concerned about the car

15:27 - business.

15:28 - This property was originally

15:30 - from the Maslin Corporation

15:32 - the masculine company started

15:33 - in 1929 put carpets in

15:35 - automobiles and this was

15:37 - something that was

15:38 - revolutionary.

15:39 - I know Mr. Maslin actually

15:42 - took a trip to the Detroit

15:43 - Auto Show and he went up to

15:45 - Mr. Ford and he said Mr. Ford

15:47 - he said you should put carpets

15:49 - in your cars and Mr. Ford

15:51 - wasn't crazy about the idea.

15:53 - But the more he talked about

15:54 - it the more they had different

15:56 - products and everything that

15:57 - they tested for masculine.

15:59 - And ironically this was how

16:01 - cars today have carpet.

16:03 - So there's a lot of history

16:05 - that was on this property.

16:08 - They built this factory from

16:09 - 1929 until the late 70s and a

16:13 - million square feet of

16:14 - buildings is like 20 football

16:15 - fields.

16:16 - It's hard to believe that

16:18 - that's how big this is.

16:19 - But there's about 25 acres

16:20 - here.

16:21 - As time went on the property

16:23 - sat here for a couple of years

16:25 - and Carlisle Events decided

16:27 - that we were going to make an

16:29 - offer on the property.

16:30 - And by dawn we got together

16:32 - with IAC we bought the

16:34 - property and now it's being

16:36 - redeveloped but we've actually

16:38 - got this property to

16:39 - residential standards.

16:41 - We're gonna see the roads

16:43 - finished here real soon and

16:45 - you're going to see properties

16:46 - coming up out of the ground.

16:48 - We've got a Hilton hotel

16:49 - booked.

16:50 - We have restaurants booked.

16:52 - We have apartments.

16:54 - There's gonna be one hundred

16:54 - and ninety two apartments

16:56 - here.

16:56 - There's gonna be car condos

16:59 - which that's kind of new to

17:01 - everybody but a car condo is

17:02 - actually a car community of

17:04 - forty four units and it's

17:06 - gonna be all car people in a

17:07 - gated community that are going

17:09 - to have real space in their

17:11 - basement for cars.

17:13 - You're gonna be able to park

17:14 - four cars on one level and if

17:15 - you want to put lifts and

17:16 - you'll be able to have eight

17:17 - cars on the other level.

17:19 - A total of eight cars in there

17:21 - with four and four.

17:22 - So it's gonna be an

17:23 - interesting project for the

17:25 - car people as well.

17:27 - There's also gonna be

17:28 - townhouses stores.

17:30 - So it's gonna be it's own

17:31 - community.

17:32 - This is the north end of

17:33 - downtown Carlisle So it's

17:35 - gonna be kind of an extension

17:37 - of the downtown businesses.

17:38 - So we're excited to be able to

17:40 - enjoy having downtown and

17:43 - Uptown altogether.

18:13 - It's something that we're very

18:14 - proud of in such a wonderful

18:16 - community of great restaurants

18:17 - and shops Market Cross is also

18:20 - proud of the history that we

18:21 - bring to the area our sister

18:23 - city of Carlisle, Pennsylvania

18:25 - is Carlisle England. In the

18:27 - center of Carlisle England

18:28 - lies Market Cross square hence

18:30 - the name market.

18:31 - Cross pub we offer brunch

18:33 - lunch and dinner and we

18:35 - absolutely love the wonderful

18:37 - following and the support from

18:38 - our community that we've had

18:39 - over the past 25 years.

18:43 - opened in nineteen ninety four

18:44 - to give central pencil media a

18:46 - new idea imports and craft

18:49 - beer alongside some familiar

18:51 - names such as trophies and

18:53 - appellation Brewing Company.

18:54 - We were all on the 90s craft

18:57 - beer trend well that has

18:59 - started yet again in the past

19:00 - five years and I have to say

19:02 - that I think that Carlisle is

19:04 - a wonderful home for all of

19:06 - the newest additions to that

19:07 - industry.

19:12 - and we're hoping that we will

19:14 - get a distillery here soon.

20:01 - the fellow brewers that I have

20:08 - and most importantly we all

20:09 - really care about our

20:10 - community.

20:11 - We do great things with our

20:12 - beer.

20:14 - businesses.

20:34 - a little bit about the

20:35 - Carlisle chamber its impact on

20:36 - the community and how

20:38 - important Carlisle is to South

20:40 - Central Pennsylvania and even

20:41 - the state of Pennsylvania our

20:43 - community and the Chamber have

20:44 - been partners since the

20:45 - chamber was founded in 1913.

20:48 - The Carlisle Chamber serves

20:49 - about 700 businesses in and

20:51 - around central Cumberland

20:52 - County and throughout South

20:53 - Central Pennsylvania those

20:55 - businesses range from sole

20:56 - proprietors the whole way to

20:57 - the top employers in the

20:59 - market.

21:00 - Why did they all interact with

21:01 - one another?

21:02 - Well one of the scenes that we

21:03 - used in Carlisle is all roads

21:05 - lead to Carlisle Back in the

21:06 - 1750s when Carlisle was

21:08 - founded the turnpike system

21:11 - the network system the road

21:12 - network system always passing

21:14 - through here is a crossroads.

21:16 - The French and Indian War.

21:17 - It was an outpost.

21:18 - The Civil War, Jeb Stuart came

21:20 - through the market.

21:22 - We see with the turnpike and

21:23 - Interstate 81 we become a

21:25 - bigger commerce hub than we

21:26 - have ever been within the

21:27 - history of our community in

21:29 - south central P.A.

21:31 - We now as a community are

21:32 - working out ways to work

21:33 - through the growth and

21:34 - development of our

21:34 - infrastructure network.

21:36 - It's a blessing to us as a

21:37 - community it's a strength to

21:39 - us as a community because we

21:41 - have become a relocation hub.

21:43 - Dickinson College has been in

21:45 - our community since its

21:46 - inception several hundred

21:47 - years ago Pennsylvania State

21:50 - University Dickinson School of

21:51 - Law has been here will over

21:52 - 100 years.

21:54 - Central Pennsylvania UCLA has

21:56 - its home here as well as the

21:57 - U.S. Army War College in

21:59 - Carlisle Barracks.

22:00 - All of those groups have

22:01 - people moving in and out of

22:02 - our community on an annual

22:05 - basis.

22:06 - So we see many more people

22:07 - coming through our area

22:08 - through the crossroads every

22:10 - day.

22:11 - We have people some of the

22:12 - larger companies moving people

22:13 - in and out of the market.

22:15 - So as the chamber we deal a

22:16 - lot with relocation and trying

22:17 - to help people find the

22:19 - appropriate place for them to

22:20 - live.

22:20 - Working with our local

22:21 - realtors working with the

22:23 - school districts trying to

22:24 - make sure that the time that

22:25 - people spend here in South

22:27 - Central Pennsylvania for a

22:28 - portion of their career or

22:30 - their whole life it's a great

22:31 - experience and they're glad to

22:32 - be here.

22:45 - Farmers on the square.

22:47 - This is our local farmer's

22:49 - market right in downtown

22:50 - Carlisle.

22:51 - It's our 10th season where

22:52 - producers only farmers market

22:54 - so that means that all of our

22:56 - vendors come within a 50 mile

22:57 - radius and they're either

22:58 - growing or making everything

23:00 - they sell.

23:01 - The market happens every

23:03 - Wednesday from 3 to 7 p.m.

23:05 - here on the square.

23:07 - Rain or shine and we're out

23:09 - here until almost Christmas

23:11 - after the market moves inside.

23:13 - We are every other week and

23:16 - this year we're really excited

23:17 - we'll be in the Carlisle

23:18 - theater.

23:19 - What we love about being here

23:21 - in downtown Carlisle is we're

23:22 - hoping to provide people with

23:25 - better access to local healthy

23:27 - fresh produce.

23:29 - So we have a little bit of

23:30 - everything at the market.

23:31 - You can get all your proteins

23:32 - here. Dairy fresh, produce

23:35 - fresh, cut flowers.

23:36 - We have prepared foods so a

23:38 - lot of times people grab food

23:39 - and sit on the lawn for live

23:41 - music. For people that are

23:42 - interested in becoming a

23:43 - vendor.

24:02 - McCombie.

24:03 - I'm an attorney with Magness

24:04 - Wallace and Merck and

24:06 - president of the board of

24:06 - directors of the Carlisle

24:08 - regional performing arts

24:09 - center the nonprofit that owns

24:11 - and operates the Carlisle

24:12 - Theater here in downtown

24:14 - historic Carlisle the theater

24:16 - originally opened in 1939 as

24:19 - the Comerford.

24:20 - That year was important in

24:21 - movies because it was also the

24:23 - year that the Wizard of Oz and

24:25 - Gone With The Wind first hit

24:26 - the big screen.

24:27 - So the theater was off with a

24:28 - bang and running.

24:30 - There were two other theaters

24:31 - in downtown Carlisle.

24:32 - But this theater is the only

24:33 - one that remains today.

24:35 - In addition people flocked to

24:36 - this theater because it was

24:37 - the first building in the

24:39 - borough of Carlisle to have

24:40 - central air conditioning.

24:42 - The theater did quite well

24:43 - through the middle of the 20th

24:45 - century until megaplex has

24:47 - started to pop up across

24:48 - Pennsylvania in the country.

24:50 - Around 1986 the theater can't

24:52 - keep up with expenses any

24:53 - longer and eventually shut

24:55 - down.

24:56 - But it didn't take long before

24:57 - residents in Carlisle to

24:58 - realize that having the

24:59 - theater open and the lights on

25:01 - was very important to the

25:02 - borough of Carlisle.

25:03 - They wanted to bring it back

25:05 - as a hub.

25:05 - So in 1990 a number of

25:07 - residents created the Carlisle

25:09 - regional performing arts

25:10 - center and raised funds to

25:11 - purchase the theater.

25:13 - Within a few years they had

25:15 - raised enough money to rehab

25:16 - the theater and with many

25:18 - hours of labor were able to

25:19 - have it up and running by

25:20 - 1993.

25:22 - They were able to bring it

25:22 - back to its existing art deco

25:24 - feel, it made it feel just

25:26 - like it did in 1939.

25:28 - From that point forward the

25:29 - theater showed movies, did

25:31 - live performances, and was

25:32 - also available to be rented.

25:35 - But I think at this point

25:36 - we're most excited that the

25:38 - theater is coming up on its

25:39 - 18th birthday.

25:40 - You recall I mentioned the

25:41 - theater opened in 1939 and

25:43 - they were ready to celebrate

25:45 - today at the Carlisle theater.

25:47 - You can still come and see

25:48 - great films including foreign,

25:50 - independent, and first run

25:51 - films.

25:52 - We also have the Carlisle

25:53 - Theatre Company which is

25:54 - community theater drawing

25:57 - talent from within the

25:58 - Cumberland Valley and beyond.

26:01 - You can rent the theater for

26:02 - large productions to show a

26:04 - film for birthdays for

26:06 - weddings and for corporate

26:07 - events.
