00:38 - the state each borough has its
00:40 - own unique story to tell.
00:41 - Each month we'll visit borough
00:42 - communities across the state to
00:44 - highlight cultural and
00:45 - tourist destinations.
00:46 - Innovative programs and economic
00:47 - development projects taking
00:48 - place today.
00:50 - We explore Chambersburg Borough
00:51 - in Franklin County. The
00:52 - borough's history is rooted
00:53 - in its ties to the French and
00:55 - Indian War Whiskey
00:56 - Rebellion and Civil War.
00:58 - In fact Chambersburg was the
00:59 - only major northern community
01:00 - burned down by Confederate
01:02 - forces during the war.
01:03 - Today Chambersburg boast a
01:04 - thriving downtown business
01:05 - district as home to First
01:06 - Fridays, October Fest and one of
01:08 - the largest outdoor ice
01:10 - festivals in Pennsylvania the
01:11 - borough also embraces its past
01:13 - though assets including the
01:14 - historic Capitol Theatre and
01:16 - Franklin County Courthouse.
01:17 - We hope you enjoy this tour of
01:19 - one of Pennsylvania's many great
01:21 - borough communities.
01:24 - Hi welcome to Chambers Ford Park
01:27 - and our founding families statue
01:30 - depicting our Founding Father
01:32 - Benjamin Chambers welcoming home
01:36 - his son and grandson.
01:38 - After seven years of frontline
01:40 - conflict during the
01:42 - Revolutionary War Benjamin was
01:44 - 11 years old when he left with
01:47 - his father James in 1775 and
01:51 - they led Company A of Chambers
01:57 - Rifles designated as Company A
01:59 - of a battalion that eventually
02:03 - became the First Battalion
02:05 - in the United States Army.
02:08 - Hello I'm Will Pananes.
02:10 - I'm a lifelong resident of
02:12 - Chambersburg and I'm grateful
02:15 - that I was born and raised and
02:18 - raised a family in this lovely
02:21 - wonderful small city
02:23 - of Pennsylvania.
02:25 - You know Chambersburg has an
02:27 - incredibly rich history in 1734.
02:31 - Benjamin Chambers was granted a
02:33 - Blundstone License to develop a
02:35 - settlement in this area
02:37 - and he chose this spot.
02:40 - Why.
02:41 - It's the confluence of the
02:43 - falling spring stream and the
02:46 - Konica Jig.
02:47 - And it was the water the water
02:49 - for sustenance the water for
02:52 - power of his mills and the
02:54 - water for protection.
02:56 - And he built his lumber mill
02:58 - and gristmill to support his
03:00 - settlement and as his settlement
03:03 - grew so did his philanthropy.
03:06 - He gave land to have
03:08 - our courthouse built.
03:10 - He gave land for three churches
03:12 - we call them rose rent churches
03:15 - to be built in our town.
03:17 - And he gave land for educational
03:19 - purposes to educate the
03:21 - residents of Chambersburg.
03:23 - We enjoy the benefits of those
03:26 - gifts that he gave us even today
03:30 - as we begin the 18th hundreds.
03:32 - We find that the progress in
03:34 - Chambersburg was all about
03:36 - location.
03:38 - The Indian paths were turned
03:40 - into roads and the roads turned
03:42 - into turnpikes and the next
03:44 - thing you know Chambersburg
03:46 - found itself at the
03:47 - crossroads of the country.
03:49 - Today we say route
03:51 - 11 and Route 30.
03:52 - But there was a time in our
03:55 - history when the major artery
03:58 - West for mail for passengers
04:01 - for freight and for immigrant
04:04 - traffic all came through
04:06 - Chambersburg on their way to
04:09 - Pittsburgh and further
04:12 - west in 1837.
04:14 - The Cumberland Valley Railroad
04:16 - came to Chambersburg and it made
04:19 - its headquarters here meaning
04:21 - that it brought employment and
04:23 - income into our economy and it
04:26 - connected us with Philadelphia
04:29 - and Baltimore Maryland.
04:31 - But as we approach the eighteen
04:34 - sixties this commerce of our
04:37 - Turnpike and our railroad made
04:40 - us a target for Confederate
04:43 - forces during the Civil War.
04:46 - Yet Chambersburg rose from the
04:49 - ashes and continues to grow and
04:52 - prosper as the county
04:54 - seat in the 21st century.
04:56 - So we invite you to come visit
04:59 - us and find and discover what
05:02 - makes Chambersburg such a great
05:04 - place to live to work and to
05:07 - visit.
05:08 - Hello my name is Janet Pollard
05:10 - and I'm the executive director
05:12 - of the Franklin County
05:13 - Vistors Borough.
05:14 - The square of
05:15 - Chambersburg is a distinctive
05:17 - place flanked by the 1865
05:19 - Franklin County Courthouse.
05:21 - The square is marked
05:23 - by Memorial Fountain.
05:24 - Memorial Fountain is a
05:25 - tribute to the soldiers that
05:27 - fought and died during the Civil
05:28 - War.
05:29 - It was organized by women's
05:31 - groups and veterans groups and
05:33 - it marked with a soldier who
05:35 - faced the South to guard against
05:37 - future invasions.
05:39 - The square of Chambersburg
05:40 - is surrounded by history.
05:42 - The 1784 founding of Franklin
05:44 - County sign place by the
05:47 - Pennsylvania Historical
05:48 - Museum Commission.
05:49 - Also the Underground
05:51 - Railroad sign.
05:52 - This area was known by Charles
05:54 - Blockson as a tangled web of
05:56 - secret ties around the
05:58 - underground railroad.
05:59 - In addition to the underground
06:01 - railroad we have John Brown
06:02 - history around Chambersburg
06:04 - Chambersburg with the northern
06:05 - headquarters for
06:06 - John Brown's raid.
06:08 - Find out more about this story
06:09 - at the John Brown House and the
06:11 - Franklin County Jail on King
06:13 - Street just across from the
06:16 - courthouse is the greater
06:17 - chambers for Chamber of
06:18 - Commerce.
06:19 - And Franklin County inherited
06:21 - center the Heritage Center isn't
06:23 - interpretive center
06:24 - for Franklin County.
06:26 - It's in an old bank building and
06:28 - it's made from Georgian marble
06:30 - and created by a Philadelphia
06:32 - architect Frank Furnace.
06:34 - And we have two wineries two
06:36 - breweries within walking
06:37 - distance of downtown
06:39 - Chambersburg.
06:40 - It's a great place
06:41 - to make a day trip.
06:42 - In fact it was just named one of
06:44 - the 15 best main streets in the
06:46 - north east by get away Maven's
06:49 - coming in fall of 2018 is the
06:52 - Franklin County eleven
06:53 - thirty visitors center.
06:55 - We're inside here at the pop up
06:57 - shop during ice fast with the
06:59 - Franklin County Art Alliance and
07:01 - the Chambersburg quilt guild.
07:03 - But when it becomes the
07:04 - visitor's center there will be
07:06 - videos to help whet her appetite
07:08 - about Frankling counting
07:10 - itineraries to help
07:11 - you launch her visit.
07:12 - Rotating exhibits art displays.
07:15 - It will be a destination of
07:16 - Franklin County and it will make
07:18 - Chambersburg the hub of
07:20 - Franklin County Tourism.
07:22 - Hello.
07:23 - My name is Jeffrey Stonehill
07:24 - and I'm the borough manager of
07:26 - Chambersburg borough in
07:27 - Franklin County Pennsylvania.
07:30 - We're all wonderful and unique
07:31 - community and we hope to get to
07:33 - know you better as you come down
07:35 - and visit us here at Franklin
07:36 - County.
07:37 - We have a population of about
07:39 - 21,000 people where the county
07:42 - seat the urban center of
07:43 - Franklin County which has a
07:45 - population of about
07:46 - 124 thousand people.
07:48 - Right at the bottom of
07:50 - Pennsylvania almost in Maryland
07:52 - fourteen miles north of the
07:53 - Mason-Dixon Line Chambersburg is
07:55 - one of the fastest growing
07:57 - communities in Pennsylvania.
07:58 - There's a lot going on
08:00 - here and a lot to say.
08:02 - One of the most interesting
08:03 - things about Chambersburg is we
08:05 - have a rich and
08:06 - successful history.
08:08 - You may not know it but
08:09 - Chambersburg was the only
08:10 - community in the northern states
08:13 - to have been burnt to the ground
08:16 - by the Confederate army.
08:17 - But we rebuilt it
08:19 - better than ever.
08:21 - We have terrific street fairs
08:22 - here in Chambersburg including
08:24 - Chambers Fest Old Market Day,
08:26 - Apple Fest and our famous Ice
08:29 - Fest which really is great when
08:31 - the winter is cold. One of the
08:34 - most wonderful things about
08:35 - Chambersburg is where the center
08:37 - of business and industry in
08:39 - South Central Pennsylvania.
08:41 - We have lots of great employers
08:43 - like Summit Health, TB Woods
08:45 - Chambersburg Hospital and
08:47 - the Letterkenny Army Depot.
08:49 - Chambersburg is located
08:51 - on Interstate 81.
08:53 - We're about an hour south of
08:54 - Harrisburg about two hours north
08:56 - of Washington D.C. We're
08:58 - not far from Gettysburg.
09:00 - And we're proud of our history
09:01 - and our relationship to
09:02 - Gettysburg.
09:03 - A lot of people come to
09:04 - Chambersburg and then drive over
09:06 - to Gettysburg to see the
09:07 - sights and the battlefield.
09:09 - Chambersburg downtown includes
09:11 - Memorial Square and the Memorial
09:13 - Square Fountain.
09:15 - It is the symbol of Chambersburg
09:17 - and the center of our region.
09:19 - You'll see it Memorial Square
09:20 - the old Franklin County
09:22 - Courthouse which was rebuilt
09:24 - after Chambersburg was burned.
09:26 - Chambersburg was one of the
09:27 - fastest growing communities in
09:29 - Pennsylvania.
09:30 - We have lots of new residential
09:31 - retail and commercial
09:33 - development chambers which is
09:35 - the home to Wilson College a
09:37 - small liberal arts institution.
09:39 - And we have a close working
09:40 - relationship with the students
09:42 - professors and the entire
09:43 - community at the Wilson College
09:45 - campus Chambersburg borough
09:47 - government is unique as well.
09:49 - We're the only town in
09:51 - Pennsylvania to own and operate
09:52 - all of our own
09:53 - community utilities.
09:55 - The bureau operates a gas
09:57 - department where we sell natural
09:59 - gas and an electric department
10:01 - where we turn some of that gas
10:03 - into electricity for the benefit
10:05 - of the entire community.
10:07 - Hi I'm Dave Keller I'm chairman
10:08 - of the Board of Commissioners in
10:10 - Franklin County.
10:11 - We are in the Coyle Free Library
10:13 - which is newly renovated and
10:15 - expanded.
10:17 - The building dates back to
10:19 - originally 1999 when it was
10:21 - first a federal post office
10:23 - and became the library.
10:26 - Later in the second half of the
10:28 - century but it was recently
10:30 - renovated and expanded and is a
10:32 - great source of community pride
10:35 - in Chambersburg Chambersburg
10:37 - is the county seat of Franklin
10:38 - County.
10:39 - Franklin County was established
10:42 - in 1784 was broken off of
10:45 - Cumberland County and
10:46 - Chambersburg has been the county
10:48 - seat since the county was
10:50 - founded and named after Ben
10:52 - Franklin in 1784.
10:55 - In and around the downtown area
10:57 - are some neat tidbits of history
10:59 - related to the Civil War.
11:01 - Robert E Lee and A.P. Hill met
11:03 - on the square in Chambersburg
11:06 - and made that fateful
11:08 - decision to go to Gettysburg.
11:10 - Also the John Brown house is
11:12 - just a couple of blocks from
11:14 - where we are today and of course
11:16 - John Brown had a great role in
11:19 - precipitating the civil war
11:21 - with his raid on Harpers Ferry.
11:23 - He planned that from a boarding
11:25 - house just a couple of blocks
11:27 - from the Coyle Library and
11:29 - there's a lot of great economic
11:32 - development occurring in the
11:33 - county mostly driven by private
11:35 - sector economic development.
11:38 - But there's lots of great
11:40 - public projects going on.
11:41 - I mentioned the Coyle Free
11:43 - Library Project here which has
11:45 - been a great success.
11:46 - And the next publicly funded
11:48 - project that will be ongoing is
11:51 - the renovation and expansion
11:53 - of the Franklin County Court
11:56 - Facilities the cornerstone of
11:58 - the project will be some minor
12:00 - renovations but continued use of
12:02 - the courthouse that was rebuilt
12:05 - following the burning of
12:07 - Chambersburg in 1864.
12:08 - And that's the very elegant
12:11 - building with the columns and
12:14 - the cupola on top and that's Ben
12:16 - Franklin on top of the cupola.
12:19 - But a new approximately 100,000
12:21 - square foot facility for
12:23 - judicial purposes will be built
12:26 - just to the left of the old
12:28 - courthouse.
12:29 - In addition the courthouse annex
12:32 - which was built in 1979 just to
12:35 - the east of the old
12:37 - courthouse will be renovated.
12:39 - Approximately 50,000 square feet
12:41 - and that will consolidate all of
12:43 - the court related offices such
12:45 - as adult probation and juvenile
12:47 - probation for example.
12:50 - But the old courthouse
12:51 - will continue to be used.
12:52 - It has been continuously used
12:54 - since 1864 and we're excited
12:56 - about being able to continue to
12:59 - use that for judicial purposes
13:01 - well into the future.
13:03 - Hi my name is Penny Shaul and I
13:05 - own Here's Looking at You in
13:06 - beautiful downtown Chambersburg.
13:08 - I'm a member of our downtown
13:10 - business council and the sole
13:11 - purpose of our downtown business
13:13 - council is to promote our
13:14 - downtown and to kind of help
13:16 - the merchants that are here.
13:19 - The Downtown Business Council is
13:20 - a member based organization and
13:22 - we're mostly business owners or
13:24 - people that work downtown and
13:26 - what we're trying to do is come
13:27 - up with different ways to invite
13:29 - people into our downtown not
13:30 - only for helping with business
13:32 - but to see what our downtown has
13:35 - to offer in the short area that
13:37 - we consider the
13:38 - core of downtown.
13:40 - There are over 12 places
13:41 - that you can eat.
13:42 - Many of them with international
13:44 - flair we have Vietnamese.
13:45 - We have Caribbean.
13:47 - We have Mexican.
13:48 - Just to mention a few.
13:49 - So there's always a
13:50 - great place to eat.
13:52 - We have some of the
13:53 - most unique businesses.
13:54 - I'm always a fan of going to a
13:56 - locally owned shops instead of
13:58 - the chain stores because the
14:00 - local businesses offer so much
14:02 - better service they have
14:03 - so many cool items.
14:05 - We host three businesses that
14:07 - are specifically local artists
14:09 - which I think is very cool.
14:11 - We have the garage the foundry
14:13 - and then our council for the
14:14 - Arts.
14:15 - And we also have some new
14:16 - businesses that have come
14:17 - recently.
14:19 - Toy Box Gifts & Wonder is
14:20 - a wonderful toy store.
14:22 - We also have a new coffee shop
14:24 - Brussels if you like crepes that
14:27 - is definitely the place to go.
14:29 - And he does a lot of other
14:30 - homemade pastries so it's neat
14:31 - to see the new businesses come
14:33 - in but we can't forget about the
14:34 - businesses that have been
14:36 - here for generations.
14:37 - Olympia Candy Kitchen has ruined
14:39 - me for any other chocolates.
14:41 - I love their candy.
14:42 - Ludwigs jeweler.
14:44 - Gartenberg jeweler, Lyons
14:45 - and Company, JMB Bridal.
14:47 - These are all businesses that
14:48 - have been through three four
14:50 - even five generations which is I
14:52 - think really cool and also says
14:53 - something for our downtown.
14:55 - Not only does our downtown have
14:56 - a lot of great businesses and
14:58 - restaurants but we also have a
14:59 - schedule that is chock full with
15:01 - fun family friendly
15:03 - events all year long.
15:04 - The end of January we have our
15:06 - biggest event and that is a four
15:08 - day Ice Festival with its four
15:10 - days of ice carvings and chili
15:13 - cook off and cake decorating
15:16 - contest and ice slides.
15:18 - There's a Snowfall Ball.
15:20 - It's really a wonderful event
15:21 - and most of it is free to the
15:23 - public and it's showcases our
15:25 - downtown in the best possible
15:27 - way.
15:28 - Like I said we have North Square
15:29 - Farmer's Market which is a
15:30 - wonderful open air market in our
15:32 - downtown but we also have a year
15:34 - round farmer's market Jim's
15:35 - Farmer's Market which is inside
15:37 - and also provides wonderful
15:39 - meats and cheeses and wonderful
15:41 - donuts and ham sandwiches.
15:42 - So it's a great place
15:44 - to visit as well.
15:45 - And you definitely want to be
15:46 - downtown for the holiday season.
15:48 - Main street is lit with over
15:50 - 10,000 Christmas lights and they
15:52 - are in our trees and
15:53 - they look gorgeous.
15:55 - And we also have a fountain.
15:56 - Our iconic fountain in the
15:57 - middle of the square that is lit
15:59 - up year round as well in the
16:01 - evenings which is gorgeous.
16:02 - So as a business owner downtown
16:04 - and a member of the downtown
16:05 - business council I would invite
16:07 - you to come downtown and explore
16:09 - everything we have to offer.
16:11 - We'd love to see you.
16:12 - Hi my name is Ernesto Santana
16:14 - and I'm the owner of Square 1
16:16 - here downtown Chambersburg
16:18 - right on the square.
16:19 - This is a Caribbean Restaurant
16:21 - where we offer for dishes from
16:22 - Cuba, Dominican Republic, Puerto
16:25 - Rico and some dishes from
16:26 - Mexico.
16:27 - The reason that we decided
16:29 - to open this restaurant here
16:31 - downtown is to help with the
16:33 - downtown community bring more
16:36 - businesses to their downtown and
16:38 - make downtown the destination of
16:40 - Chambersburg.
16:41 - The reason we decided to invest
16:43 - in downtown because this is our
16:46 - community our kids were born
16:47 - here we have three kids their
16:49 - daughters school
16:50 - here we live here.
16:51 - I was born and raised in New
16:52 - York but this is what I call
16:53 - home.
16:54 - So it is seems right for us to
16:56 - invest where we live and help
16:58 - the community and my vision for
17:01 - the future is to have more
17:03 - businesses like ours
17:05 - to open in downtown.
17:07 - And hopefully people are willing
17:09 - seeing knows how well we're
17:10 - doing here.
17:12 - Are they willing to do and make
17:14 - that step and made downtown the
17:16 - destination that we
17:17 - all want it to be.
17:19 - It is important to embrace the
17:21 - cultures that we have in this
17:23 - town.
17:24 - And you can come in and try
17:26 - different dishes from different
17:27 - parts of the world. without
17:29 - getting on a plane if you are
17:30 - afraid of a plane. Just take
17:32 - your car and drive a walk down
17:34 - south and enjoy different
17:35 - dishes from around the world.
17:37 - Hi I'm John Meyer.
17:39 - I'm the executive director
17:40 - here at the Capitol Theatre in
17:42 - Chambersburg Pennsylvania.
17:44 - We're right on Main Street.
17:46 - We've been here for 90 years.
17:48 - The theater was first opened
17:51 - in early February of 1927 as a
17:53 - silent movie house and has since
17:56 - subsequently gone into live
17:58 - performances.
